Urban renewal and housing demolition reflect a series of contradictions in the development of urbanization in China. It relates to the diverse interests between government, developers, demolition implementation unit, and the demolited. It is a focus convening national policies and law, land system, housing tenure and ownership system, citizen rights, the real estate market and many other issues. Chinese government has always attached importance to urban renewal, housing demolition and relocation issues in recent years. With sustained and steady economic growth and accelerating urbanization across the country, the country has began a large-scale urban transformation of the old demolition exercise as the result contradictions and conflicts being more and more intense and seriously affecting social stability and economic development. It is a major theoretical issue to establish an effective transformation of the old housing relocation process and make it conducive to a rational municipal development.This paper, based on game theory, studies by modeling the interest distribution in urban renewal and housing demolition through the application of game research method, literature research, field research, questionnaire survey method, case study and others to gain in-depth understanding of old-house relocation benefit chain, benefit distribution in old-city demolition, demolition processes, Guangzhou City demolition and relocation processes.The full text is constituted of nine parts:The first part is introduction. It introduces the background of urban housing demolition and the controversial issues in urban housing removal and explores the dispute source and significance of the study. Current literatures of urban house demolition are introduced, integrated and commented to clarify the problem, identify research issues and accumulate material. It summarizes the theory of urban renewal, governmental actions in urban housing demolition, urban house demolition compensation, and the game in urban housing demolition. At the same time, it analyzed the key research points and the weaknesses, upon which the idea, approach, and contents of this thesis is based.The second part introduces the related theory about urban renewal and housing demolition. It mainly introduces theoretical basis and changes in old housing relocation. The institutional change theory, game theory, symbiosis theory, property right theories are discussed.The third part is about relevant regulations and comparison of processes in urban renewal and housing demolition. It mainly describes relevant experiences of housing demolition system in China. This part introduces and reviews evolution of Chinese urban house relocation process, the changes in urban renewal and interests distribution, and the demolition process and distribution of benefits in several cities to provide an important base for the analysis of Guangzhou.The fourth part analyzes the evolution of demolition compensation system and its mechanism. Starting from Guangzhou City's housing demolition system and evolution, we focus on Guangzhou's housing demolition and aims for further perfecting.The fifth part concerns the role of Government in housing demolition and relocation process. In the analysis of government action in house demolition, the role of dislocation and loss of government is discussed, and the government's role is positioned. We argue that the Government should change from interest-related to interest-coordinator to achieve correct positioning in the reaction to conflicts and promote harmonious development of society.The sixth part discusses the game in house demolition interests distribution and its impact on processes. It is mainly analyzes the game in house demolition interests distribution of Guangzhou. Based on game theory and through the establishment of game model between the government, developers and demolition unit, the thesis discusses the impact compensation standard raising brings, further explores related policy issues, and finally comes to our thoughts on process issues.The seventh part is the analysis of system and process defects in building demolition in Guangzhou. The existing difficulties in Guangzhou and the impact new "Property Law" brought to Guangzhou housing system and the process of demolition are analyzed. In accordance with national strategies for expanding domestic demand, and the new guideline for the new old city reconstruction and seven requirements made by the national government, we propose a new process.The eighth part reconstructs the demolition processes and their application. This part discusses the new process of urban renewal and housing demolition that carried on from the end of 2009 in Guangzhou, and explains the differences between old and new processes, the government role and other relevant issues. On the other hand, it explains the solutions accelerating urban renewal and housing demolition processes, using especially information technology.The ninth part is Outlook and Conclusion. It summarizes the essay and its innovations, pointing out the deficiencies and research prospects.
