Research On Functions Of Civil Society Organizations In Solving The Social Conflicts Of The Urban Housing Demolition And Relocation

In recent years, with the accelerating pace of urban construction, the scale of urban housing demolition and relocation are expanding. Contradictions in urban demolition are more and more serious. Forced evictions, brutal demolition, violence demolition not only caused serious damage to credibility of the government, but also posed a severe challenge to public governance. Civil social organizations have developed for many years, and have shown its tremendous advantages in social assistance, welfare support, resolve conflicts, etc. Involving civil social organizations to urban housing demolition and relocation, not only get useful complement to the government-led model, but also produce far-reaching impact to the demolition policy.Based on the above background, the papers firstly study the relevant literature. In order to achieve a clear grasp of relevant issues, the paper analyzes the concepts, characteristics, status about civil social organizations and urban housing demolition. Secondly, learning from game theory, the paper analyzes the contradictory logic of production and the resulting in urban housing demolition, and analysis of the mechanism of civil social organization based on relevant theory. Thirdly, analysis the new role of the relevant subject, and the function of civil social organizations in urban housing demolition and relocation, then the paper make a prediction to the function by using case method. Finally, constructing the support system to protect civil society organizations to play an active role.This paper shows that: Firstly, it is an initial stage for civil society organizations solving contradictions in housing demolition. Civil society organizations still can not provide substantial assistance in practice. Secondly, the essence of housing demolition and relocation is an interest adjusting based on a platform which government, demolisher, and demolished joined. Because of lacking comprehensive rules for this adjustment, the result of adjustment always damage to demolisher's interest. Therefore, the essential reason for the contradictions in urban housing demolition and relocation is that interests of the game, lacking of well-developed civil social organization. Thirdly, the function of civil social organization contains three aspects: supervision, expression of interest, weaken contradictions. These three functions run through the whole process in resolving conflicts, and play in different roles at different stages. Fourthly, integrated support system which contains three elements: value-support system, institutional-support system and ability-support system. The three systems guarantee civil social organizations to play an active role in the urban housing demolition and relocation.
