Nearly two years since Shanghai government implemented the new urban housing demolition policy. Now disputes of acquisition compensation between owner of house and unit who got the license of urban housing demolition have changed. The disputes of allocation benefit between owner of house and other inhabitants who live in that house have become dominant. That changing is the result of the system which including Shanghai new urban housing demolition policy and other demolition policy. The intent of new policy wants to simplified privity of demolition. But facts show the privrity is more complex ever before. Benefits of other inhabitants are ignored and confusion nature of compensation and allocation. This thesis will expound existing problems of new demolition policy and trying to find solution.Except the introduction and conclusion, this thesis is separated into three parts, including five chapters. The first part is introduction the concept of urban housing demolition and historical evolution of Shanghai1 urban housing demolition policy. The second part is discussion of compensation and allocation to public rental housing and housing which ownership was changed from public to private. That part is the key part of thesis. I will analysis historical cause, nature of right, subject of right and so on. The last part is suggestion of Shanghai demolition policy.
