The way of surviving to Taiwan Enterprise is to be vigilant in peace time.There-fore, Taiwanese Small and Medium-Sized Enterprises has been developed several period by Taiwanese Government since 1945 until now-Import oriented(1945~1961) export oriented(1963~1973),dynamic period(1974~1984)and transformation period(1984~2000)。It is really tough period to Taiwanese enterprise to face the global protectionism,region economic developing barrier,inter-cooperation of enterprise,the developing country who has the superiority of the low labor cost.Especially, they also face the global economy transformation,lack of labor,wages raising,NT Dollars currency raised and the industrial dispute by labor consciousness and enviroumental consciousness.The core of R&D is innovation.It's very hard to create any new value if R&D without innovation.It is very difficult to create more profit margin to the enterprise in this bounded internet world if the new product is not innovative.In current industrial circles,most of the enterprise who has the ability to set up R&D team insists to keep the R&D strategy by self-Research and Development for their own new product line.At present,most of the enterprise that has ability to research and develop the new products intends to do it by them because of their R&D strategy.It means,the innovative technology must be derived from their organization and the application of the innovation achievements will be limited to their own products.Therefore,the enterprise is leading the market by means of owning their R&D achievement.In order to keep more advanced leading position in the market,the enterprise must invest continuously on their R&D in order to have more innovation achievement and patents to enhance their own core technical ability.Unfortunately,the investment on R&D always can't pay back for their revenue.It appeals that a lot of dot-com bubble burst(especially,the enterprises of the telecommunication and interact)are because their over invest on R&D in the period of the Asian financial meltdown and US stock market collapsed during 1998 to 2000.It is the trend to the innovation oriented enterprise to phase the challenge of this tough situation-profit not always pays back by investment on R&D. The concept on the business management of the traditional enterprise emphasizes the core competitiveness of the enterprise will be the achievement of the R&D.It means there is no value if the achievement of the R&D can not be used by them.Therefore,the traditional R&D is a close system autarkic R&D.The investment will be more expensive and the risk will be high.How to low down the invest budge and get more outstanding innovative design product is the main purpose of the study.Especially,it is for the Small and Medium-Sized Enterprises.The design management model will be an open type for this study.I do hope it will be helpful to Small and Medium-Sized Enterprises.The superiority of low wages is no more exist to Taiwanese enterprise by the retirement policy to the employee forces them to require the employer to raise the wages. The community inquires a lot of requisition to enterprise in order to protect their interest. Especially,the land obtainment is more critical than before.So,the competitiveness of the product is no superiority any more.It is very urgent and critical to face this kind of situation in order to find out a way to survive for Taiwanese enterprise.Facing the consumer's choice of the diversification of the product in market,the enterprise must take into consideration of real customer's requirement when they proeeed to design the new product.It is very important to have an outstanding innovative design management in order to expedite the design schedule for enterprise.It is no doubt to hit the nail on the head to the enterprise who don't want to have any innovation because they have not seen the possibility of the profit created from innovation,said by Professor Tang in Taiwan University.To raise the competitiveness to the enterprise,the primary is innovation design.It is the key to avoid the thread of the price competition and get more profit by the specific characteristics of the product is innovation design.The efficiency of the design project management is more important than the result of the innovation design.That means it will lose the marketing while the availability of the innovative product can not be on time.It also will lose the superiority of competition to his competitor if the availability of the innovative product can not be earlier than competitor.Therefore,it is extremely urgent to raise the competitiveness of the enterprise by an effective innovative design management in order to help enterprise facing the competition.Most of the enterprises move their factory to the country who can offer low wages. But some of the enterprise still remain in Taiwan because of culture,family and etc.. Even they loss the superiority of low wages,they try to work out a strategy by upgrading their product line,equipment,product design and manufacturing to keep them more competitive.That is the solution to increase value-added design instead of manu- facturing for customer only.It is not easy to carry on the design project for new product because it requires more investment on man power and equipments.It may not rebate once the designing failure.Therefore,to have a low cost and effective design management will be the short-cut to success on competition.The study has proposed a new design management solution to enterprise by integrated Extension Method and TRIZ to make new products from none and managed by project management with matrix organization of functionality concurrently synchronized by all related resources of the enterprise.It also raises a case study to prove the effectiveness and feasibility of the design management model in order to provide an option of innovative design management to the enterprise.
