Food security has always been the most important issue to a country. Itmaintains the rapid economic development and keeps the social stability. Grainreserves is an integral part of our country’s food security system, the level of itsability is not only an important basis for analyzing food safety but also the mainmethod of testing national macroeconomic regulation and control ability. Foodsecurity is paid great attention gradually in recent years and it’s facing newchallenges. Since2004, our grain production has achieved ten consecutive years ofsteady growth, we have got sufficient food stocks and a balanced between grainmarket, the self-sufficient rate is as high as90%.However, there are still manychallenges, such as the rapid advance of urbanization construction,etc. Thesemultiple challenges put forward higher requirements to our present policies.The rapid development of our country has entered the industrializationmetaphase phase, we are fully capable to realize the coordinated development ofindustry and agriculture strategy and ensure the security of national food supply, butonly rely on government intervention in the traditional way is difficult to realizelong-term stable supply of food, this paper begins with some concepts about foodsecurity and sorts out the related theory of grain reserves regulation system, then,itexpounds the history of China’s grain reserves regulation system, analyzes thecurrent grain reserves regulation efficiency and its influencing factors, reasonablypositions the target of controlling the grain reserves, at last, this paper puts forward aseries of effective policies on grain reserves regulation and establishes a perfectgrain reserves regulation system, basically ensures the smooth and orderlydevelopment of food market.
