China TV is gradually losing its own cultural identity, under the impact of the current of the times characterized by digitalization,industralization, entertainmentalization etc. The cruel reality urgently requires China TV to take its cultural responsibility. This issue calls for theoretical research and practical discussion.In light of the abundant connotation of culture,cultural responsibility of China TV mentioned in this text can be divided into cultural responsibility in its broad sense and its narrow sense. There are many aspects concluded in its broad sense, such as political responsibility,national responsibility,social responsibility, and cultural responsibility in its narrow sense etc. The political responsibility of China TV mainly lies in spreading mainstream ideology, producing the harmonious and stable atmosphere of public opinion, and safeguarding national TV culture. Its national responsibility is embodied by cultivating citizen's appproval of our nation and state internally, meanwhile, portraying good image of our state and nation, as well as promoting the dialogue and communication among different cultures externally.While the social aspect of cultural responsibility manifests in developing decent social morality and leading social behaviors into a healthy way. On the other hand,cultural responsibility in the narrow sense includes inheritating cultural achievements of all countries at all times,and meeting effectively people's needs for varied spiritual products of cultural life. Considering that,in most cases ,it is hard to clearly distinguish the cultural responsibility in its narrow sense from the political responsibility, national responsibility, social respondibility etc., we mainly adopt cultural responsibility in its broad sense in this text.Besides the Introduction and Concluding Remarks, there are six chapters in the Main Body of the text, developing in the sequence of presenting the problem, analysing the problem and solving the problem.Chapter One starts with the basic concepts,defining TV's cultural responsibility on the basis of the social responsibility theory. Then it elaborates the reasons for shouldering cultural responsibility from the perspective of TV's essential qualities. Finally,it clarifies the specific cultural responsibility that China TV should take and that those responsibilities are its sacred mission.Chapter Two elaborates the complex existance of the paradox of TV culture, on a view of nurturing its audience, portraying the state's image and safeguarding our state. TV is neither a perfect angel,nor a vicious devil. TV is a complicated combination which integrates both advantage and disadvantage, as well as intermingles both good and evil. To deal with such a paradox,we need to be rational and scientific,to make the best of the advantages and least of the disadvantages,and to better shoulder cultural responsibilities.Chapter Three strives to carry out a careful and overall"physical examination of culture"to China TV, from the three aspects of executive,employees and researchers, aiming to truelly reflect its cultural ecology and the current situation to take cultural responsibility.We analyse these not to show off fruits or even boast about our achievements, but to discover the problem point earlier and arise the attention of the curers.Chapter Four presents channels and ways for China TV to take its cultuarl responsibility,through the analysis of our native culture,incorporating external culture of diverse nature and the stategy of international communication. In the new era,if China TV is to develop by leaps,we must"make an sober and thorough inventory of its assets and liabilities"——analyse and distinguish our inherent traditional cultural resources,and all the excellent cultural creation of human beings. Meanwhile,we should be clear about the position and responsibilities of China TV in the pattern of world TV culture,to achieve clear-headed"cultural consciousness".Chapter Five illustrates that,in order to better promote China TV to fulfill its cultural responsibilities,we should work out detailed plans and corresponding strategies from the perspect of state. There are two basic trains of thoughts——lightening burdens on China TV and boosting it with great force. In details, that is mainly embodied in perfecting legal rules and regulations,the strategy for talented people of TV culture, and the cultivation of TV media attainment on the masses.Chapter Six gives an explanation of that the final purpose of China TV's cultural responsibility is to realize the harmonious cultural ecology. It means that we should: culturally,realize the balanced development of multiculture; economically,achieve the"win-win"of cultural responsibilities and economical benefits; politically,promote the construction of harmonious society; internationally,make China's unique contribution to the prosperity of world culture.This text combines theoretical achievements and methodical innovations from home and abroad. It coordinates practical analysis of the facts,which is achieved by dissecting several specific cases,with the detailed enquiries about the theoretical problems. In a word,we are striving to realize the combination of analytical studies and practical studies,qualitative studies and quantitative studies,as well as rational thought and article thought. We also make every effort to make a breakthrough and innovation in the four dimensions——theory,practice,history and reality.As the study of this subject requires profound theoretical reservation, broad international view, and keen observation of reality, there must be many insufficiences and imperfections due to my limited ability and energy. But I am deeply convinced that this is surely a theoretical topic with strongly practical significance.
