E-government Information Resource Management In The Field Of Ontology Construction

After the first generation Data-based management e-government and the second generation information-based management e-government, E-government is developing to the knowledge-based electronic government. The government information resource management is the one of the most important parts of e-government construction. Each country, especially the country which leads the E-government construction, more and more importance to the application of knowledge management and knowledge organization in the E-government construction and has already introduced the thought and tool of knowledge management in practice. This paper tries to show the deep relationship between government information, to achieve the sharing of government information resource.First, the paper does some research on the current status of e-government information resource management, analyses government information construction experience of several countries (e.g. USA, Canada, France, Japan etc.). Comparing developed countries, we find our differences and the methods to improve our e-government information construction.Second, the paper researches the e-government information organizing methods, e.g. date type, meta-data, subject thesaurus and ontology. We discuss upon the Ontology concept, type, application and ontology technology.At the last, the paper designs a kind of e-government domain ontology, which bases on the Chinese e-government subject thesaurus and Chinese meta-data. Using the software protégé, which is developed by Stanford University, the paper constructs "Nation Land and Energy Source s "Domain Ontology and builds the "Nation Land and Energy Sources " concepts relationships. This domain ontology achieves query function and etc.
