Efficient assessment of civil staffs in government offices is an important work of civil staffs’management. It is also an important solution to assess and activate these staffs and improve their whole qualification and administration efficiency. In recent years, our government has committed to undertake reformation of system and mechanism, success or failure of reformation depends on whether the participants implement the design of the reform. As a result of the vested interest, cognitive level, habits and other factors, to rely on everyone to meet the requirement of general cannot achieve. Therefore, using the information technology to establish a set of performance appraisal system and to solve the guide and motivation problems, is bound to win the excellent support, driving most of the intermediate force, effective lash backward, thereby improving working ability, work efficiency, to make each job conducts smoothly.The Performance Evaluation System of The Party and Government Organizations includes five modules:the module of user authentication, the module of daily record, the module of annual evaluation, the module of performance evaluation and the module of results query. Firstly, this paper elaborates the traditional system and the performance evaluation system. Secondly, a performance appraisal system is designed using object-oriented analysis, which involves a module description of the module of user authentication, the module of daily record, the module of annual evaluation, the module of performance evaluation and the module of results query. The process of the website is developed according to the software life cycle principle to analyze the function demand during the requirements analysis section, including the system flow analysis. Meanwhile, the database of the key techniques and analysis methods are studied in detail which covers a performance appraisal system development production process and valuable main points. The research results can be used for reference to related assessment work.
