As is the world trend to establish the legal system regarding freedom of information, openness of government information has become an important element of democracy and the legal system in the age of information. Despite some achievements, there are still many aspects in which we have to make great efforts, including the canonical system of openness of government information which we should perfect in the sense of law. The SARS crisis erupting in 2003 directs our attention to the problem of openness of information. Given this reality, we have come to agreement on the principles for establishing a perfect system of information openness.In this dissertation, we summarize the general statements of the freedom of expression from different research fields, such as Journalism and Communication Science, the Science of Law, the Science of Politics, and Philosophy, and clarify the issues about openness of information, equalization of information availability, freedom of information, and the public's right to know in the framework of Jurisprudence and the Science of Journalism and Communication. The dissertation also makes a scientific annotation on openness of information and openness of government information from the system and the political civilization points of view. It also analyzes the current situation and problems for the development of Chinese openness of information in various ways, such as home inquiry, field investigation, expert consultation, and literature review, and proposes our solutions to those problems. We believe that this research would be significantly beneficial to establishing the Chinese system of openness of information, promoting the course of political civilization, and improving the efficiency of information communication.The research is carried out in light of case analysis, spot check, and comparative studies, in which various scientific theories are cited, such as the theory of Government Institutional Evolution of New Institutionalism, Game Analysis Theory, and Governmental Interests Analysis Theory. The practices and perception on the right to know in China are also investigated. To boost the reformation and development of Chinese media, we probe into the breach of duty and the absence of Chinese media from the viewpoints of management strategy and management system, and examine the significance for openness of information and the relationship between openness of information and media development.
