In the present reform has gradually become an empty concept, so its real operational links deserve more attention, in which the public policy-making is the most important aspect of reform, it can be said that the reform process is promoted by public policy-making. Thus if the reform is successful or not depends first on if public policy-making is reasonable or not. In a sound social system, there should be perfect mechanisms of expression of popular will and public participation. In public policy formation process, the parties should have the interests of social groups with the full participation. On the basis of the full expression of the public will, with balance of interests of all parties, thus the reasonable decision which is consistent with the overall interests of the community can be made.For a long time the public policy-making was monopolized by the government in our country. The result is that with the absence of the collective participation of the whole society, a minority monopolizes reform path while the consequences of policy mistakes are taken by the general public. So on the one hand social contradictions are accumulating, while on the other hand the government doesn't find a way of resolving these conflicts effectively.News and public opinion are highly developed that they present a favorable opportunity for promoting the reform. Media and internet provide a broad base of public opinion for the government, and access methods are more convenient and efficient. Although various defects exist in the them, but it is the major way for the public's participation in public affairs through them. Especially in the current democratization of China's administrative system is not perfect, they provide a possibility that public policy-making be more scientific and democratic.The paper takes the health care reform which gets the current wide attention as an example, then analyzes the above points through reviewing the process of the health care reform and the analysis of the interaction between the news media and the health care reform and its effect.
