With the development of information technology, especially the network technology, communication technology, information technology, geographic information technology, and artificial intelligence technology, the Intelligent Transportation System (ITS) has been widely used in expressway business and transport communication. Among the 68 priority items in " Long-and mid-term Plan of National Science and Technology Development (2006-2020)", one is intelligent traffic management systems and transportation safety and emergency support in the transportation field. Intelligent traffic management technology will be the country's major technology demand. With the development and promotion of intelligent freeway management systems technology, China's highway and transport industry will be continually promoted.The highway control and management system includes people, vehicles, roads and their interactions. It is quite difficult to adopt the traditional control method and conventional management tools to achieve a satisfying effect. Therefore, taking the geographic information technology and the integration and intelligence of the highway business management as basic methods, and the intelligence engineering (computer science, artificial intelligence and system engineering) as basic measure to analyze and solve the problems, the paper has done a systemic analysis and research on highway technologies and their application. The main research and innovation points are as follows.1. The present highway management status and its demand are discussed and analyzed in detail. With the analysis method of object-oriented and UML language, the paper has analyzed the highway management areas, service areas, management systems and traffic information resource status respectively in Use Cases. At the same time, the paper has discussed the status and the necessary of highway in detail. The analysis and researches has been launched to the function of intelligent highway management platform, and basing on GIS platform, the general ideas and technical lines have been given to smart highway management platform construction.2. The status and characteristics of highway database have been analyzed; the intelligent data platform technology has been deeply researched; and the features and organization of intelligent highway spatial data has been discussed. Finally a service-oriented (SOA) WEB intelligent highway data integration platform has been constructed.3. In the key technical field of the highway emergency response, a in-depth research has been done to contingency plans, emergency disposal and Case-Based Reasoning. Digital contingency plans are adopted, in which the contingency plans and GIS engine can be combined with the help of open XML technology, and all the images, words, and dynamic interactive manner can be processed in the platform; workflow is introduced into the emergency response to build up the flow model, using Petri net technology. The Case-Based Reasoning model is studied, using Case-Based Reasoning technology.4., The maintenance of vehicles, the precise, accurate, and timely scheduling to vehicles are particularly important in highway's emergency response and conservation. The technology disadvantages of traditional GPS positioning technology are analyzed. A more accurate GPS positioning algorithm is proposed. A non-iterative solution algorithm of GPS absolute positioning is also proposed.5. With the actual highway situation of Henan province, the GIS-based framework for intelligent highway management platform has been tested in practice and application, and the results are analyzed and forecasted.Finally, all the studies in the paper are summarized, and further research directions are also prospected.
