Primary services of freeway include: telephone voice transmission service, surveillance video transmission system and data transmission service of toll collection system. With the fully consideration the features of the specific service and already-existed systems, the SDH-based MSTP(Multi-service Transport Platform) is the most economical way.To ensure the normal operation of developing freeway network, perfect service and rescue system is very important. The application of traditional cable or wireless emergency telephone was found some problems such as instability of the telephone, especially in the tunnel environment. Further more, mulitilevel management mode of fiber emergency telephone on freeway communication network has been proposed in network supervision.The main researching works of this paper include as following: analyzing the application of MSTP on freeway communication network, combined with the operating situation designing the network structure of fiber emergency telephone considering the system reliability and the installation expedience, designing the software of mulitilevel management system of fiber emergency telephone by Delphi and Access.This system has already been put into practical application in some provinces such as Shandong, Heilongjiang and Yunnan. The system has been proved working well.
