China sports enterprises development is in the rapidly increase as our country sports industry increases in recent years. However, the corresponding human resource quantity and quality are still a bottleneck of sports enterprise sustainable development. The study probes into the essence of sports enterprise HRM in China, analyses its role in shaping, growing and upgrading of the HRM of sports enterprise from the microcosmic point of view, and the competency model of specialized personnel in the course of enterprise's up growth and shaping process. In the end, it points that the key to promote enterprise's shaping, growing and upgrading is to set up a complete SHRM mechanism.Our country sports enterprises are still in an undertaking stage, it is extremely essential to make the human resource plan (HRP) for one's goal which is in the stage of newly established. In order to keep survival and obtain development in the unstable environment, the sports enterprises should adopt organization flattening, the reduction construction, and the entrepreneurial mechanism establishment , to build an atmosphere of encouragement. The sports enterprise's HRP should combine the developmental strategy and the organization design.Specialized personnel of sports enterprises is an important part of sports specialized personnel. Eight factors of competency are picked out in the study about specialized personnel of sports enterprise. The priority coefficients of the assessment system are determined by expert consultant, the structural model for specialized personnel's competency of sports enterprise assessment model is constructed. The competency of sports enterprises top executives including:i. the Strategic Management Ability;ii. the Positive Self-efficacy;iii. the Specialized Accomplishment;iv. the Human Communication Ability;v. the Cooperation Ability;vi. the Market Development Ability;vii. the All-round Thinking Ability;viii. the Exploiting Potential of Subordinates Ability.During the new era, China sports enterprises lie in the initial period of the enterprise's life cycle, which could start from the instauration of the business and extend to the rapid expanding periods. The business in emerging stage has its unique characteristics, because of its special scales, the key roles and significant contradiction it is facing. Thereby, it is urgent and crucial to establish effective incentive mechanism to promote sports enterprise's benefits. The study finally came to the conclusion that improvement of incentive mechanism is the best means of solving the problem of information asymmetry in professional sports clubs of China.Sports enterprise has its unique organizational culture such as distinct businesses content, organization climate, intimate relationship and team spirit. Sports enterprise can raise its market Competition by Cultivate Enterprise culture and organizational skill. New environment asks for"more fast,more small & more flexible", so most sports enterprise organizations are flat structure. Flatting enterprise's organization will certainly affect relationship between enterprise's organization cultures in various ways. It's necessary to pay attention to organizational culture management, to coordinate the relationship between the professional organizations and public for expanding the market.The development of human resource of sports enterprises is one of urgent problems in China. Educational developing system is an effective way to resolve the problem in the future. Vocational training is still the main form now. Vocational training has many explicit characters such as short periodicity, high adaptability and great practicability. Facing the dynamic environment, the members of sports enterprise needs to gain experience in practice. The type"Doing by Learning"will be the priority to solute the problem creatively.Under condition of information economy, it is important for the sports enterprise to design and adjust organizational strategy. SHRM is a fusion of the human resource management and the organizational strategy. The sports enterprise needs to adjust its own developmental plan to reach the human resource constitutive demand, and to make the strategic decision based on the flow of human resource.
