Teachers are an important pillar of the composition and operation of colleges and universities, who also determines the level of university teaching and scientific research ability, also determine the training quality of students. How to establish an effective incentive mechanism, and fully mobilize the initiative of university teachers, enthusiasm and creativity, to improve the quality of teaching and research to enhance the level of university plays a key role. However, the current actual situation, most universities in terms of human resource managers in the guiding ideology or methods of work, still in the stage of traditional human resource management, management of the teachers as objects, rather than clients, based on the traditional concept of human resource management model established, and not very well achieve the purpose of effective incentives.This paper apply the concept of analyze requirement to human resource management among colleges and universities, teacher standing demand point of view to re-measure, examine and construction of university teachers incentives in order to promote human resources management reform universities, colleges and universities to establish a modern human resources management system, to promote long-term healthy development of Universities.This paper is divided into five parts, the first chapter "Introduction" : clarify that the background of this paper, significance of the topic and literature review, including the theoretical basis and research methods and other basic issues. The second chapter, "Related Concepts" : mainly elaborates the meaning of University Human Resources Management and also features, as well as incentives, features. The third chapter, "Situation of University Human Resources Incentive Mechanism" : mainly elaborated incentives University Human Resources currently used, as well as shortcomings in the excitation. The forth chapter, "University Teachers Needs Analysis" : describes the main contents and characteristics of university teachers demands. The fifth chapter, "Optimization of University Human Resources Management and Incentive Mechanism" : mainly elaborated the principle of optimization incentives, incentives and path optimization.
