Despite popular opinion puts the relationship on the antithesis of the traditional rational thinking of organizational management, relationship has always been inseparable from the organizational management practices of local enterprises. Local human resource management practices are influenced by Chinese guanxi culture deeply. Considering relationship existing in the organizational management positively and dialectically, helps understand the change process of organizational management in postmodern times. Based on the traditional view of Chinese guan xi, local human resource management strategies have positive effect on the organization. Such management strategies and practices make the emotional logic and calculation logic embedded together to achieve superiority management efficiency.Based on the P-O fit perspective, we focus on the following issues: the dual human resources management and its evolution in local enterprises; guanxi-oriented, competency-based human resource management practices and its influences on employee performance. Three sub-studies were designed for the research: Firstly, based on the human resource management configuration thoery, combined with traditional Chinese relations culture framework, a dual human resources management configuration and its evolution model in the Chinese context is proposed by multi-case study method. Then, defining relationship-oriented and competency-based human resource management practices in the local company and developing the scales. According to the strict questionnaire development steps, the second study revised the scals by using of 139 preliminary-test sample and another 199 validation sample in the second study. Using matching data from 427 employees and polynominal regression analysis, the third study tested the complex interactions of two human resource management practices on employee performance; besides the mechanism of guanxi-oriented human resource management practices on the organizational citizen behaviors is explored with maching data from 489 employees.In the exploring case studies part, multi-case analysis based on grounded theory is conducted. In the empirical test part, SPSS21.0, AMOS17.0 software packages are used to do the exploratory factor analysis, confirmatory factor analysis, multivariate regression analysis and response surface analysis. The main conclusions are:(1) the dual Human Resource Management configuration in local corporate driven both by employee-organization relationship base and human capital value embedded in each other;(2) the dual human resource management configuration of local enterprises is drived by employees-organization relationship basis and human capital value. Friction caused by the structural mismatch of relationship and value promotes dynamic transformation between different configurations; and it exhibits different configurations combined mode in the different life cycle of enterprises.(3) guanxi-oriend human resource management practices and capability-oriend human resource management practices are in the local company tegother.(4) the guanxi-oriented HRM practices and competence-oriented system showed good interaction effectiveness on employee performance; and guanxi-oriented human resource management practices effectively support the employment relationship as family member- like in local organizations to promote employee performance, especially organizational citizen behaviors.
