Coming into the era of big science, the science and technology cooperation becomes the necessary choice for the development of scientific research and engineering technology. The globalization of the world economy and the internationalization of the innovation resources and innovation activities, make the requirement of carrying out international cooperation more clear. Most countries are looking for the production factors with the most advantages and the most advanced scientific and technological achievements around the world by international science and technology cooperation. During the last 30 years of reforming and opening, China government always pays high attention on the task of international science and technology cooperation. By the government’s guiding and promoting, the international science and technology cooperation of China has got flourishing development and preliminarily formed the patterns of international science and technology cooperation, which has features like omnibearing, multi channels, broad fields, multi agents and high level.As the important approach of government to promote the international science and technology cooperation, the international cooperation projects on science and technology are the important platforms to effectively utilize the domestic and abroad innovation resource, and promote the collaborative innovation between the domestic and the foreign. With the continuous development of international science and technology cooperation, China has constantly strengthened the support on international science and technology cooperation projects. The scale, scope and the depth of the cooperation have been expanded constantly. During the implementation of international science and technology cooperation projects, it becomes the focus of attention from the government and the public that how to effectively utilize the scientific resources to create more technical benefits and social values. This paper argues that, the characteristics analysis of the output and the performance evaluation of the international science and technology cooperation projects are the important approaches that could effectively enhance the management level to create more scientific and technological achievements. This paper studies on the output characteristics and performance level of the international science and technology cooperation projects by using methods such as the bibliometric analysis, the social network analysis, the combination of comprehensive evaluation and C-D knowledge production function, the curve fitting and the game analysis et al. This paper tries to give the answers to the questions like: How about the development situation of China’s international science and technology cooperation projects during the past 10 years? What are the cooperation modes formed? How about the output performance of the international science and technology cooperation projects? What should the scientific output be based on current investment? What are the factors that could influence the output performance of international science and technology cooperation projects? And based on those answers, this paper tries to provide the basis for bettering the strategy and policy of the international science and technology cooperation.This paper reviews the theoretical studies about the performance evaluation on international science and technology cooperation projects. And based on those theories, this paper establishes the theoretical analysis model for the output features and performance evaluation of China1`s international science and technology cooperation projects. This paper establishes a funding system of international scientific and technological cooperation supporting by Chinese government, analyzes the mode of international scientific and technological cooperation supporting by the Natural Science Foundation of China and the Ministry of Science. This paper discusses the pattern of international scientific and technological cooperation, measures the impact of international scientific and technological cooperation on the quality of publications. This paper analyzes the performance of Chinese international scientific and technological cooperation projects, and measures the optimal researchers input and science and technology output of the international scientific and technological cooperation existing funding. This paper creates a game analysis model of international science and technology cooperation projects output performance Factors, discusses the major factors of output performance related to international scientific and technological cooperation projects. Specific contents are as follows:Establishment of the funding policy system of international scientific and technological cooperation supported by Chinese government.It discusses the basic theory of international scientific and technological cooperation, describes the definition of international scientific and technological cooperation and its motivation. From the strategy, nation and section level, a funding system of international scientific and technological cooperation supporting by Chinese government is established. Funding status of Chinese international technology cooperation is analyzed, and the strategic evolution features of international scientific and technological cooperation supporting by the Natural Science Foundation of China and the Ministry of Science and the management processes of international scientific and technological cooperation projects are all concluded. It creates the theoretical analysis model for the output characteristics and performance evaluation of China`s international science and technology cooperation projects.Analysis of the output Characteristics of nation international scientific and technological cooperation projects.The thesis analyzes the model of inter-country, inter-city and inter-agency cooperation funded by the international scientific and technological cooperation projects, and highlights the obvious features of international scientific and technological cooperation funded by Chinese government. Based on the bibliometrics analysis, the paper analyzes the characteristics of publications of funded by the international scientific and technological cooperation projects from 2008 to 2014 in perspectives of the amount, country, region, institutes, field and quality. The paper highlights the roles of international scientific and technological cooperation projects play in the process of China’s science and technology.Performance evaluation of national international science and technology cooperation project.The paper establishes the performance evaluation index system of international science and technology cooperation project. A performance evaluation model of the international science and technology cooperation projects is built with the combination of comprehensive evaluation theory and c-d production function model. With the model above empirical study is conducted on the performance of international science and technology cooperation projects and a comparative study on the performance of different areas. Combined with the previous conclusion, problems of China`s international S&T cooperation will be discovered. Finally policy suggestions to promote the development of China`s international S&T cooperation will be proposed in the perspective of strategy deployment, policy implementation and project funding etc.
