| The science & technology cooperation is an approach of sharing science & technology resources and taking full advantage of available resources. Since the Central Party Committee and the State Council have implemented promotion strategy of the old industrial base in northeast China, the northeast area has become the important growth pole of economic development in our country. It can break the local blockade, share science & technology resources and strengthen science & technology dissemination and proliferation by strengthening science & technology cooperation of three provinces in northeast.As a unified geography unit, Liaoning, Jilin, and Heilongjiang provinces have close geography relations, and have formed the supplementary development economic cooperation relations mutually since the reform and open policy.Since the Central Party Committee has implemented the old industrial base in northeast China promotion strategy, as well as three provinces have signed the local innovation system construction agreement officially, the science & technology cooperation in northeast has obtained the unceasing development and yielded a series of results. Simultaneously there are also many problems, such as the policy of cooperation is not perfect, the goal of main body is inconsistent, the cooperation intermediary platform is not unimpeded, and the human resource flow also has barriers.Based on the present situation, the article discusses potential abilities of science & technology cooperation in northeast area from the comparison superiority of their natural resources, science & technology resources and industrial structure, then proposes that the connotation, responsibility, choice standard and management pattern of constructing cooperation base in northeast area. Finally this paper is also offered - on the basis of experience accumulated by developed regions - an expatiation on the choice pattern and policy implications for northeast area. |
