Including find out the influence factor and build up the performance evaluation index system about science & technology cooperation between Cantonese and Russia, and get the SET method in this foundation, carry out total evaluation from 2000 to 2005 with the PCA method; thirdly, put forward the develop strategy, policy suggestion and project.
