Policy Research On International Scientific And Technological Cooperation In Heilongjiang Province

Heilongjiang province is located in the hinterland of Northeast Asia,it is also the starting point of the Eurasia land bridge.It is adjacent to Russia,Japan,South and North Korea,Mongolia.Heilongjiang province has geographical advantages to develop international technology cooperation and communication.Under the background of science and technology globalization,the international cooperation of science and technology policy will help to promote the international cooperation and communication of science and technology,enhance the independent innovation ability,at the same time;it plays a significant role in promoting economic construction and social development in Heilongjiang province.This article mainly analyses the historical evolution and the achievements of the international cooperation policy of science and technology in Heilongjiang province,explore the problems in guiding the international cooperation of science and technology,based on these,the article proposes to strengthen direct and guiding policy,supply indirect supporting policy,improve related policies and a series of optimization.It can provide reference for government to further develop and perfect international cooperation policy of science and technology,implement international cooperation plan and measure of science and technology.It also plays a significant role for guiding future work of international science and technology cooperation,elevating the overall level of international cooperation of science and technology,promoting the development of relevant industries in Heilongjiang province.
