Study On The Construction Of International Regional Economic Cooperation Performance Evaluation System

With the rapid rise of developing countries,developed countries rising trade protectionism,unilateralism and multilateralism,which affect the progress of economic globalization and regional economic integration.At the same time,the stability of international regional economic cooperation is also challenged.Brexit is a typical case.Therefore,how to maintain the multilateral cooperation,scientifically evaluate one country's benefits in the participation of cooperation,objectively reveal the cooperation effect becomes an urgent task.International regional economic cooperation is a complex system.In different stages of cooperation,cooperation depth and cooperation effect is also different.The current evaluation system of how to measure the effect of cooperation from the perspective of the static,overlooking the whole cooperation process analysis,and the development of changes in the dynamic analysis,it can't grasp the overall effect of the cooperation,hard to comprehensively evaluate the regional economic cooperation,it remains to be further improved.On the basis of literature review,this paper uses the international cooperation,performance evaluation,system evolution theory and so on,define the connotation of international regional economic cooperation performance.And then take the economic incentive mechanism as the main line to analyze emphasis and the basic content of the performance evaluation of cooperation;At the same time,the evolution of cooperation thinking is introduced to the paper,combined with the basic characteristics of international regional economic cooperation in different stages of the evolution and influence factors,using DEMATEL method to extract key elements influence the performance of cooperation,established the international cooperation performance evaluation idea of dynamic(model);According to the relationship of cooperation between the key influence factors of performance and operation mechanism,the cooperation performance measurement index system is formed,AHP(analytic hierarchy process)is used to determine the weights of each index at different stages,and the dynamic performance evaluation system of international cooperation is constructed;Choosing the highest level of integration-European Union as the empirical object,the results show the dynamic evaluation system that the paper constructed in line with the performance status of cooperative organization;With reference to the evaluation results,countermeasures and Suggestions on strengthening the construction of key elements of cooperation for sustainable development of the EU are proposed.
