Effectiveness Evaluation Of Multi-Agent Collaborative Governance Of Food Safety Public Opinion

The proposal of constructing the community of social governance and enhancing the effectiveness of national governance emphasizes that,it is necessary for multiple subjects to participate and work together in order to build a new pattern of social governance in the new historical direction.Among numerous social issues,food safety issues are of high social sensitivity and can easily cause widespread discussion because they are related to the public interest.Therefore,conducting research on the governance of food safety public opinion is of great practical significance.Thanks to the rapid development of internet technology and the trend of networked public opinion governance,a reliable development platform has been established for multi-agent collaborative governance.Evaluating the effectiveness of multi-agent collaborative governance of food safety public opinion is helpful for deeply analyzing the internal mechanism of the food safety public opinion governance system,exploring the shortcomings of public opinion governance work,and seeking improvement space.The governance of food safety public opinion involves many subjects and there exists a research trend towards social co-governance.However,the research on the effectiveness evaluation of public opinion governance is not systematic and comprehensive enough,and qualitative analysis is the mainly used method in the process.Therefore,constructing a multi-agent collaborative governance effectiveness evaluation model for food safety public opinion and studying the governance effectiveness of food safety public opinion with the combination method of qualitative and quantitative research from the perspective of multi-agent collaborative governance can help the research system of food safety public opinion governance become more systematic and comprehensive.In order to achieve this goal,this paper selects "PANGGELIA using expired food materials","STARBUCKS privately changing ingredient labels and using expired food materials","315 Evening Party exposing pickled cabbage in the pit" which are the hot food safety public opinion events during the past two years as research cases,uses NVivo 12 to code relevant data level by level,explores the internal mechanism of multi-agent collaborative governance of food safety public opinion,constructs a mechanism model and effectiveness evaluation index system based on grounded theory,calculates the weight of indicators by combining word frequency weight method and entropy weight method.The coupling coordination degree model is used to calculate the coupling coordination degree of the system of multi-agent collaborative governance of food safety public opinion,which can reflect the overall effectiveness of the system.The fuzzy comprehensive evaluation method is used to calculate the scores of each subsystem,which can help evaluate the effectiveness of the subsystem and identify the weak links in the current multi-agent collaborative governance of food safety public opinion,proposing directions for improving the effectiveness of food safety public opinion governance.The results show that the system of multi-agent collaborative governance of food safety public opinion includes five subsystems: government regulatory department governance,corporate governance,social organization governance,media governance,and public participation governance.Each governance subject influences and cooperates with each other,and the functional boundaries are gradually weaken.The whole system belongs to the primary coordination state,and the synergy between different governance subjects needs to be strengthened.Among the subsystems,the government regulatory department governance system and the public participation governance system are of high effectiveness,while the effectiveness of corporate governance system is the lowest.Therefore,it is necessary to focus on improving corporate governance effectiveness and consolidating the advantages of multi-agent functions.Based on this,targeted countermeasures and suggestions are proposed to enhance the effectiveness of multi-agent collaborative governance of food safety public opinion,which could help promote the overall level of social governance.
