The birth and development of media technology intertwines with the invasion of freedom and personality, as well as infringement of the right to privacy. Along with the development of new media, losing control of personal information has deteriorates into a se problem needed to be delivered.Evolution of computer science, which brings the prosperity of Internet and Mobile Internet, construction of Internet of things and semantic network, and booming of database, enables frequent interactivities, faster communication and more convenience. The negative side of the coin, however, comes with data breaches and heavy loss.Based on the reality, hereinafter, this paper is to address the research problem:Losing control and protection of personal information under the environment of new media, which details in:(1) Definition of personal information in the environment of new media;(2) Possible relationship between control of personal information and development of media technology;(3) Profound social reasons leading to the failure in protection personal information;And 4) What the developing country, aka China, might gain from experiences in protection of personal information in US, European Union, and Asian-Pacific countries like Australia and Japan.Threshold, the analysis of the relationship among technology, society and individuals helps to define individual as the subject of control of technology, which shall somehow be impacted by powers such as powers of political and commercial institutions.Based on the literatures and cases, news correspondences, official documents and reports, and NGO files, this paper updates the existing conception of right to privacy by combination of information privacy and personal information to the definition of right to personal information. Features of losing control of personal information in different phases and their hidden social reasons are analyzed respectively in synchronic study of new media technology and diachronic study of games among mulitsakeholders that are thirsty of personal information. Even the NGO associations (in western countries listed in the research) cannot realize its commitment to protection and salvation.This paper also concludes with suggestions to regulators and individuals to scatter this mist and myth in protecting personal information and to build a suitable and feasible mode.
