China’s newspaper group incentive problem results from its endowed different attributes, which determines its limited governance structure and therefore cannot be achieved complete incentive mechanism, i.e., limited incentive mechanism, under modern enterprise system. Still, limited incentive optimization design is also, in the existing phase, of the most realistic significance. Comprehensive compensation, as the basis and the core of China’s newspaper group incentive mechanism has important practical meaning.Since its birth of development, China’s newspaper group has incessantly manifested its properties and enterprise status, but is still a combination of political, industrial and enterprise entity. The special historical background determines that Chinese newspaper group has its deficiency in the following aspects:First, on the governance structure, unclear property rights, loss of the trustor, single-funded financial support, distorted manager selection mechanism and weak supervision mechanism are the main problems. Under the existing conditions, the transformation of government function, separating government’s functions from enterprise management, deregulation and strengthening legislation are the content of the governance opitimization.Capital market, issuing market, manager market, and the improvement of the competitive market are the key points of external governance. The improvement of the function of board of directors under the leadership of the Communist Party is the core of the internal governance. People-oriented human resources system construction is the important content of employee motivation.Second, on the incentive mechanism, single compensation structure, external incompetitive power, lack of internal fairness, lack of long-term incentive and ignoring the organizational culture construction are the main problems. The newspaper group incentive object usually consists of investors, managers and operational level personnel. Due to the actual loss of investors, paying close attention to management and the operational personnel has become the object of China’s newspaper group incentive. From the basic material need to the advanced spiritual demands, comprehensive compensation can play a role of igniting the knowledge workers to develop its innovation spirit, inspire the power of knowledge capital, and finally achieve its mission conforming with China’s newspaper group’s interests.Through a sample newspaper group survey, based on the investigation, it is not hard to find the result that with the fact that the political system doesn’t allow its attribute change, therefore the reform can only be undertaken step by step. Compensation, as the only operatable and the most basic of the operational incentive, has now become no big attraction to the personnel which will cause a terrible talent outflow problem. Comprehensive compensation as the basis and the core of the construction of China’s newspaper group incentive mechanism, under China’s newspaper group’s special governance structure is a positive priority practice responding to the present situation of incentive.In the field of journalism and communication, from the perspective of economics and management, this dissertation utilizes the related theories to analyze the incentive mechalism problem of Chinese newspaper group. Considering the characteristics of China’s newspaper industry, its governance structure and its incentive mechanism, the dissertation tries to design a comprehensive model of incentive mechanism of China’s newspaper group, trying to make the research of China’s newspaper group incentive mechanism have the scientific nature and operability, and ultimately aims at fulfilling China’s newspaper group organization mission and objectives, thus promoting the healthy and sustainable development of China’s newspaper groups.
