In the new journey towards a beautiful China,promoting green development is an important part of China's high-quality economic and social development.How to coordinate the relationship between economy,society,resources and environment,realize the decoupling of economic growth from the load of resources and environment,and achieve the internal unity of green water,green mountain and Jinshan Silver Mountain is the problem to be solved in building a beautiful China Cheng.Based on this background,it is necessary to construct a scientific and effective evaluation index system,study the green development level of provinces and regions in China,and provide data support for optimizing the development path.Based on the connotation of green development,this paper constructs the comprehensive evaluation index system of green development covering 4 criterion layers and 23 indexes by using the comprehensive construction method,and integrates the double incentive model and the minimum variance method to construct the dynamic comprehensive evaluation method to calculate and compare the green development level of 30 provinces and districts in china from 2010 to 2017,and constructs the spatial dubin model to analyze the influence of technological innovation,technology introduction,industrial structure,energy structure and environmental management on the green development level.The main conclusions of this paper are as follows:(1)The green development level in China's provinces is very uneven,Which can be divided into four echelons;the first echelon is Qinghai and Inner Mongolia,the second echelon of the seven provinces and regions except Xinjiang are located in the eastern region;the third and fourth echelon provinces score low.Since the 18th National Congress,the green development level of most provinces has been improved;the leading provinces are usually dominated by one to two factors;the total value of dynamic comprehensive evaluation of each province is dominated by the principle of long side,combined with their own actual selection and strong long side,which is an effective way to improve the green development level.(2)The green development in China's provinces shows remarkable spatial agglo meration characteristics,and the change of green development in China's provinces is influenced by space-related factors;technological innovation,technology introduction,environmental control and ecological environment endowment have a significant positive effect on the green development of provinces and regions,and the energy structure and urbanization level have a significant negative impact on the green development of provinces.(3)From the regional level,the direct effects of technological innovation,technology introduction,industrial structure and energy structure in the eastern region are remarkable;the energy structure,environmental governance and urbanization level in the central region have a significant impact on the local green development;and the technological innovation,energy structure and ecological resource endowment changes in the western region affect the local green development level.In addition,the technological innovation and industrial structure of the western region,the environmental governance of the eastern and western regions,the urbanization level of the eastern region and the ecological environment endowment of the western region all have a positive spatial spillover effect on the other provinces in the region.
