Development is the eternal theme of times. However, the continuous development of industrialization and urbanization would inevitably bring about the increasingly serious environment crisis. Therefore, in order to comply with the development trend of the green economy, the green development idea achieving the unity of economic development and environmental protection was put forward. China formally proposed the green development in the "12th five-year" plan, it is also the guiding ideology in the "13th five-year" plan. The green development differs from the traditional development model, it is the mode of the coordination development of economy,society and ecology, which is the direction of future development.At present,the domestic research of green development mainly focuses on the index system of sustainable development,green GDP and other resources and environment. The green development is still a new word for our country,and the research method of index system is mainly qualitative description, which failed to make an overall analysis for a certain region. Therefore,on the basis of previous studies,this paper established a combination of theoretical research and empirical analysis,and taking Nanjing green development level as an example to conduct a comprehensive.This paper's conclusions are as follows:The first part is the connotation and theoretical basis of green development. It elaborates on the connotation and characteristics of green development, makes a comparative analysis between green development and sustainable development,ecological civilization, the scientific outlook on development, low-carbon economy,and expounds the theoretical basis of green development.The second part follows the principle of index system construction, and draws on previous experience about the construction of evaluation index system for green development as well as experts' suggestions. In terms of the efficiency level,carrying capacity and improved level of urban green development, this paper sets up an evaluation index system containing a total of 38 specific indicators. The entropy weight method and factor analysis method are adopted to analyze the temporal evolution and spatial difference of green development's level in Nanjing.The third part is the empirical study of Nanjing green development. This part is to expound the present situation and main problems of green development in Nanjing, and analyzes temporal evolution of the green development level in Nanjing. The results showed that the level of green development in Nanjing improved continuously during 2010-2015, the comprehensive score increased from 0.0628 in 2010 to 0.7086 in 2015.This part also analyzes spatial difference of green development, the results showed that in 2015 the green development of the comprehensive ranking of Nanjing's eleven districts is Jianye district, Xuanwu district, Gulou district, Qinhuai district,Pukou district Gaochun district, Jiangning district, Lishui district, Yuhuatai district,Qixia district, and Luhe district. The comprehensive evaluation index of green development is divided into three gradients: Jianye district, Xuanwu district,Gulou district and Qinhuai district is the first gradient, their green development level is optimal;Pukou district, Gaochun district, Jiangning district, Lishui district and Yuhuatai district belong to the second gradient,each index development of these four districts is not balanced; Qixia district and Luhe district belong to the third gradient, the development of many evaluation index is poor, there is a large room for improvement.The fourth part in view of the weak link in the development process of the green city, we put forward the countermeasures and suggestions of the development of green city, including green concept, resource conservation, industrial structure, green technology and government supervision.
