As the most widely used energy, electric power plays an important role in construction of ecological civilization in China. In the tide of green industrial revolution, power is the key to achieve green goals. With the progress of science and technology, electric power nature has been changed from economy to the balance of economy, environment and society.The government hopes to save resources, reduce emissions and protect the environment under the premise of ensuring energy security, so as to achieve the coordination of economic development and environmental protection. Power generation companies hope to reduce energy consumption under the premise of safe operation, so as to gain the commercial and social benefits. Power grid companies want the electric energy can replace other energy and get higher profit under the premise of the grid stability. Consumers want to get plenty, cheap, clean, friendly power supply, so as to improve life quality. Power value changes from sufficient supply to features of clean, efficient and coordinated.Urban green power evaluation system is environmental friendly. The evaluation system is based on the safe operation of the power grid. It can improve the operation management and promote the coordinated development of power market, and evaluate the green degree of electrical energy from power supply, consumption.Firstly, the paper expounds the background and significance of urban green power, and puts forward the innovation points. Secondly, this paper analyzes the international environment and realistic foundation green power development, and the energy revolution and Global Energy Internet further promotes the energy structure transformation. The establishment of green power index system can promote the development of energy-saving, emission reduction, clean energy consumption, and power efficiency replacement. Based on index construction principle, this paper establishes the urban green power index system from 8 aspects. Finally, based on ANP and Matter-element Extension Method, this paper determines the weight of each index, and sets up the green power evaluation system. Taking a city as an example, the paper carries on the comprehensive evaluation of urban green power.
