Among the "Five Developments" concept established by the 18th National Congress,green development is a basic concept of China's economic and social development during the“13th Five-Year Plan" and even a long period of time,and is the embodiment and guarantee for the sustainable development of the Chinese nation.In the report of the 19th National Congress,it is the primacy of building beautiful China in order to alleviate the contradiction between china's growing need for a better life and unbalanced and inadequate developoment.The outline of"13th Five-Year Plan" of Zhejiang Province clearly defined to implement the concept of green development and adhere to the "two mountains theory”to promote the construction of"two beautiful Zhejiang" and ecological Zhejiang.Therefore,there is no doubt that it is of great practical significance to monitor and evaluate the green development level of Zhejiang Province and propose recommendations for short-board and policy of green development in Zhejiang Province.This article redefined the connotation of green development,and based on the connotation of green development,followed the principle of index system construction,refered to the "Green Development Index System" of the National Bureau of Statistics,and combined the reality of Zhejiang Province.The Zhejiang Province Green Development Index System with Zhejiang characteristics was constructed from the six aspects including resource utilization,environmental governance,environmental quality,ecological protection,quality of growth and green life.Aa for the statistical evaluation method,this article adopted the non-linear dimensionless method for the standardization of different indicators,since it is unreasonable to directly use the linear dimensionless method to standardize the data,because many data in life are not linearly increasing or decreasing.In addition,the weights of the 6 gradelindexes refer to the expert empowerment method of the National Bureau of Statistics,and the weights of the II indexes use the entropy empowerment method to determine the weights,to avoid produce possible deviations on account of the single weighting method.In this paper,the linear weighting synthesis was used to calculate the green development index of Zhejiang Province and the green development index of each city in Zhejiang Province.In order to further research whether there are some connections between other city,the spatial autocorrelation method and the natural breakpoint method were introduced,this article used Geoda software and ArcGIS software respectively plot the moran scatter diagram,spatial agglomeration diagram,and space diagram of green development index and classification index to spatial statistical analysis.The empirical analysis proves that in year 2010-2016,the Zhejiang Green Development Index rose from 63.56%to 88.31%,with an average annual growth rate of about 5.59%.By 2016,the city with the highest level of green development,Hangzhou,followed by Jinhua City and Zhoushan City,reached more than 90%;the low level of green development is in Huzhou City and Jiaxing City,below 85%.From a spatial point of view,the level of green development in cities and towns in Zhejiang Province is different in space.The level of green development of inland cities is higher than that of coastal cities.The green development level of cities in southwestern Zhejiang is higher than that of the northeast.A certain spatial agglomeration effect.
