Water resources are the basic guarantee for human beings to carry out production and life.Its total quantity and quality requirements are an important part of social development.there has been a new change in demand for water in agriculture,industry,and ecology.In order to solve the problem that the unreasonable allocation of water resources affects the development of economy and society,it is imperative to study water rights can be said that the research on water rights has reached a very deep level and solved to some extent.The water crisis.The paper takes Mulan County as example.According to the total water consumption control target of “Three Red Lines” in Heilongjiang Province in 2018,it decomposes and reaches 559.79 million m3 in Mulan County,According to the principle of respecting the historical status quo,an initial water allocation model based on improved analytic hierarchy process and mathematical membership theory is established.Its hierarchical structure includes: first,the target layer;Mulan County initial water allocation,the normative layer is mainly: fairness,efficiency,sustainable development,government macro-control guidelines.Second,the criterion layer index;extend each criterion layer to obtain sub-indicators under each criterion layer;Third,the programme level;distribute water to agriculture,industry,ecology,and life.The most important step is to screen the appropriate indicators,establish a comprehensive index system,determine the membership degree according to the membership criteria,combine the special function of EXCEL format conversion software to process matrix and calculate the weight of each indicator,and adjust the matrix elements in the form pertinently,so as to greatly reduce the difficulty of consistency passing.The weight of the indicator is complemented by the correlation between the program layers.The final ratio of each industry in the plan is calculated by using the total water that can be allocated to calculate the water consumption of each industry.Finally,the calculation result is compared with the water quantity of the water rights determined by the actual investigation.analysis.This research combines computer software,mathematical theory and historical status,grasps the overall situation,On the basis of the data obtained from many years of practice,this paper summarizes and summarizes them.The calculation of reasonable data sets which are close to the actual situation also verifies the feasibility of the water allocation model.
