With the increasingly prominent contradiction of water shortage,many countries in the world regard water rights trading as an important means to improve water resource utilization efficiency and resolve water conflicts.There are also many classic cases of water rights trade in arid and water-scarce areas in China.There are few studies on water rights trading in water-rich areas,and there are no cases.However,the contradiction in water use caused by water quality problems in water-rich areas is also very prominent,and it is necessary to conduct research on water rights transactions in water-rich areas.This article takes the Chenhu Wetland in Wuhan City,which is rich in water resources but not optimistic in water quality as an example.On the basis of analyzing the contradiction in water use,it proposes the principle of initial water rights allocation in Chenhu Wetland,taking into consideration the two factors of water quantity and water quality,and adopting single index allocation method,the distribution method based on fuzzy analytic hierarchy process,and the water quality and water volume distribution method based on the harmony theory to allocate the initial water rights of the Chenhu wetland,and compare the distribution results of the three methods with the prediction results of the water demand with a guarantee rate of 75%.Compare and analyze the advantages and disadvantages of the three allocation methods,and select an initial water rights allocation method suitable for Chenhu Wetland,which will provide a theoretical basis for the next step to carry out Chenhu Wetland water right transaction and resolve the contradiction of water use in Chenhu Wetland.Provide reference for the initial water rights allocation in water-rich areas.The main work and conclusions of this article are as follows:(1)By investigating the current situation of water use in Chenhu Wetland,it is concluded that the water use contradiction in Chenhu Wetland is mainly the contradiction between water quantity and water quality between ecological water,domestic water,agricultural water,fishery water and forestry water.(2)After predictive research,the water demand for different types of water use in Chenhu Lake wetland life,ecology,agriculture,fishery and forestry is 759,000 m3,8.5million m3,16.551 million m3,4.516 million m3,895,000 m3,the discharge volume is182.1t,3.6t,120.02 t,226.5t,4.6t.(3)Determine the five principles of the initial water rights allocation of Chenhu Wetland,which are the basic water security principle,the principle of fairness,the principle of respecting history and the status quo,the principle of efficiency and the combination of rights and obligations.Using three allocation methods: single index allocation method,fuzzy analytic hierarchy method allocation method,and water quality and water quantity allocation method based on harmony theory,the initial water rights of Chenhu wetland are calculated,and the allocation program under differentallocation methods of Chenhu wetland is obtained.(4)Through the comparative analysis of the three distribution methods,this paper believes that the water quality and water distribution method based on the theory of harmony,starting from the composite harmonious system of society,economy,and environment,introduces a penalty function for pollutant discharge limit into the river in the water function area,which can reflect the influence of water quality and water quantity coupling on the distribution result,the unified regulation of water quality and water quantity in the initial water rights is initially achieved,which is impossible for the other two methods.Moreover,the results of the water quality and water quantity allocation method based on the harmony theory are compared with the predicted water demand,and are closer to the other two methods.Therefore,the author believes that the water quality and water quantity distribution method based on the Harmony Theory is the most suitable initial water rights allocation method for the Chenhu Wetland.The distribution results are ecological water 8.57 million m3,agricultural water 16.632 million m3,domestic water 621,000 m3,and fishery water 460.5 million m3,forestry water 929 thousand m3.
