The 13 th five-year plan is an important period for China's economic and social development.It is a crucial stage for Jiangsu to realize the "two pioneers" and the modernization of education.In July 2017,the State Council issued the Opinions on Deepening the Medical Education Cooperation and Further Promoting the Reform and Development of Medical Education.In September 2017,the people's government of Jiangsu province promulgated the Implementation Opinions on Deepening the Medical Education cooperation and further promoting the reform and development of medical education.In December 2017,the education department of Jiangsu province,together with the provincial development and reform commission and the finance department,issued the Opinions on Speeding up the Development of Independent Colleges' Normative Development.It has clearly proposed to carry out standardized acceptance work for independent colleges in the province from 2017 to 2022.Kangda College is one of the first "independent colleges" established by the ministry of education.The purpose is to insist on the training of applied medical undergraduates.With the introduction of the relevant documents of the state and the provincial government,the college has ushered in a critical period for the transition from the relocation in Lianyungang to scale development.According to the national policy requirements and relevant documents spirit,Kangda College seize the strategic opportunity,for the purpose of improving the quality of clinical teaching and the medical talent training quality,and recognizes that a mature and stable clinical teachers' talent team construction is of crucial importance.Complete talent team construction management system should include echelon personnel resource pool,talent distinguishing mechanism,talent cultivation mechanism,talent selection mechanism and the incentive mechanism of talent development,among with echelon personnel resource pool is the center.Talent pool is the place where enterprises or groups reserve all kinds of talents.It is the reservoir of talent resources,and it is necessary for enterprises or groups to continuously carry out business development.By using SWOT analysis,the author found the advantage of Kangda College echelon construction mainly lies in the percentage of high qualification,high title clinical teachers and the college's emphasis on the talent team construction work;But there are obvious weaknesses: the existing clinical teachers have insufficient teaching consciousness,uneven teaching quality,imperfect teaching facilities,inadequate supporting mechanism,inadequate training system and insufficient teaching ability;On the other hand,the opportunities are shown as follows: the state has successively issued relevant policies and opinions,to deepen the reform and development of the medical and education cooperation;The challenge is: how to seize the opportunity,grasp the national policy,improve the clinical teaching quality and the quality of personnel training.The college needs to build a team of clinical teachers.At the same time,we also found the main problems of Kangda College talent team construction,including human resources pool reserve insufficiency,the degree of differentiation of talents is not high,incomplete training system,the selection mechanism is not sound,development incentive mechanism is imperfect,etc.Based on the theory of human resources pool model and complete talent team construction management system combining the existing problems in the talent team construction,Kangda College ought to confirm the echelon personnel source pool construction as the center,through professional settings,post agency settings and qualification system for the construction of the perfect talent distinguishing mechanism;through the establishment of the goal of teaching talent training,strengthening the understanding of "double teacher" teachers,strengthening the training of the internal training of the hospital and improving the training of young teachers;through the establishment of democratic,open,fair,selection mechanism;and through the performance pay system,security system and teaching ability training incentive mechanism,talent development to comprehensive clinical teacher talent echelon construction scheme optimization of Kangda College,so as to perfect the system of the talent team construction.
