Objective:In recent years,many countries have completed the development of competency models or evaluation index systems for health information talents.However,these models are not in line with the localization characteristics of China's health information talents,and cannot truly reflect the ability of China's health information talents.There are gradually scholars in the field of research on the competence of health information talents in China,but there is no scientific competency model currently.The purpose of this study is to explore and construct a competency model of health information talents,to provide scientific references for the development and optimization of health information talents'training models in medical colleges and universities.Methods:This study used literature analysis method and expert consultation method to compile a dictionary of competency characteristics of health information talents,and conducted behavior event interviews with health information related practitioners to construct an initial model of health information talents competency.Then health information practitioners from 24 health institutions in the 2017 Annual Meeting of Health Informatics Education Committee of Chinese Health Information Association were surveyed by using questionnaires,and the model framework was established according to the structural validity of the questionnaire.The competency onion model of health information talents was built based on the"onion model"theory.Results:1.According to the relevant literatures,a preliminary dictionary of competency characteristics of health information talents was compiled,and 35 competency indicators were included.10 experts were consulted 3 times,and their evaluations and revision opinions on each characteristic index were collected.The final dictionary included 28competency indicators,each of which has a detailed description.2.18 health information practitioners were interviewed,and according to the criteria determined by the expert group.18 health information practitioners were equally divided into outstanding groups and general groups.Two independent sample t-tests were conducted on the number of words and the length of interviews between the two groups.The number of words was t1=1.28?P>0.05?,and the length was t2=0.41?P>0.05?.The total category agreement of the 18 interview texts was 0.81,and the total coding reliability coefficient was 0.89.The differences in the average grade scores of the competency characteristics of the excellent group and the general group were analyzed.It was found that the scores of the 16 competency features were statistically significant.3.165 health information practitioners from 24 health institutions in the 2017Annual Meeting of Health Informatics Education Committee of Chinese Health Information Association were surveyed by using questionnaires.The average score of 16items was 3.95 to 4.77,and the coefficient of variation was 0.09 to 0.23,the full score rate is 0.30 to 0.77.The overall Cronbach's?coefficient of the model is 0.82.The exploratory factor of the questionnaire showed a Kaiser–Meyer–Olkin value of 0.76 and the Bartlett test of spericity?2=920.10?P<0.01?.By using principal component analysis method to orthogonally rotate,six common factors with eigenvalues greater than 1 were extracted,and the cumulative contribution rate was 72.62%.According to the factor composition and the"onion model"theory,a health information talent competency onion model consisting of 3 levels,6 dimensions and 16 items is constructed.The"Professionalism"is located at the center of the model."Social Competence"and"Learning and Innovation Capabilities"are located in the sub-outer."Working ability","computer technology"and"Mastering the basic knowledge of the discipline"are the outermost layers.Conclusion:Based on the post-competence"onion model"theory,this study conducts research on the competency of health information talents through a combination of qualitative and quantitative methods,and finally obtains a post competency onions model with 3 levels of health information talents,6 dimensions,a6nd 1 items.The model provides a scientific reference for medical colleges and universities in China to increase the training of health information talents,and explore and optimize the new mode of training.
