As professional and technical civil servants engaged in judicial appraisal,forensic civil servants play an irreplaceable role in the detection of criminal cases by public security organs and the determination of accident liability in judicial cases.Whether it is the frequent adjustment of local interests and conflicts during the transition period,the unprecedented complexity of social conflicts,the increasing intelligence,specialization,and diversification of new types of criminal crimes,or the promotion of trial-centric criminal litigation system reform in the new era mean that the importance of building a team of forensic civil servants with excellent professional and excellent quality has become increasingly prominent.Under the policy background of "classifying police recruitment and scientific admissions",the research focuses on the key link of talent selection for "examination".On the basis of constructing the forensic civil servants competency model,the examination optimization research has been conducted in-depth research,with a view to providing some references for more scientific and effective selection of suitable talents to achieve human-post matching.Firstly,through the O*NET job analysis questionnaire survey,behavioral event interview,and group focus interview,a forensic civil servants competency model was constructed,which included 17 elements:professional knowledge and skills,learning ability,communication ability,teamwork,analytical thinking,attention to order and quality,political discrimination,sense of responsibility,integrity,objective justice,confidentiality awareness,organizational commitment,self-confidence,pressure,patience and meticulousness,initiative,and motivation for achievement.Then based on the "Iceberg Model" proposed by Spencer and others,the above-mentioned competency factors are distinguished from five levels of knowledge,skills,self-concept,traits,and motivation.Combining the grasp of the applicability of commonly used talent assessment methods,such as written tests,interviews,and psychological tests,the study explored the matching and selection of assessment methods for different competency.Generally speaking,the competency of the knowledge dimension should be tested by the traditional written examination methods.The shallow ability test is mainly based on interviews,and the deep psychological characteristics such as attitudes,values,traits,and motivations can be tested using personality tests.Finally,in view of the shortcomings of the content and methods of the current forensic civil servant exams,the study proposed an optimization plan for admission from three aspects:adding professional tests and appropriately increase the proportion of professional test scores;adding personality tests to provide a reference for selection decisions;and development of interview questions based on competency.
