As the most important post in a hospital,a clinician directly face the patients and their families' members,his/her personal qualities and work quality directly influence a hospital's overall service capacity and the vital interests of the patients.The management of clinicians will also be the priority of the human resources department of a hospital.Currently,the competency method has been widely used in the field of human resource management.Insisting upon the "people-oriented",it is of great significance to introduce and implement the methods of human resource management based on the competency research,establish the competency model of clinicians,and put it into the practice of hospital human resource management.The paper reviews the research status of competency theory,summarizes the fundamental theory of research on competency and the domestic and foreign academic research in the theory of competency management based on clinicians,and public hospitals in Fuzhou city as an example,to explore facing problems in management of clinician in the Fuzhou city public hospital,and try to innovate and improve the method of clinicians management in public hospital by this competence theory.First take behavior event interview of clinical doctors,extract related to the performance of competency,referring to the domestic and foreign relevant research literature review,identified 65 competency of alternative projects,and invited some experts to discuss and evaluate the 65 projects,then to draw up the 48 formal questionnaire paper for the project according to the preparation,500 clinicians selected in 11 public hospitals in Fuzhou city were tested.factor analysis,the data of 365 valid questionnaire paper were analyzed by SPSS software,the data were statistic in the way of Exploratory factor analysis(EFA),independent samples nonparametric tests,Descriptive Statistics,through the empirical analysis and build the 7 dimensions of competency model of Fuzhou,and the skilled master the basic medical knowledge and skills,master the basic skills,techniques and diagnostic accuracy,the accumulation of experience,communication skills,professional The skills and knowledge update,love their occupation,emergency response capabilities,respecting the privacy of the 9 basic feature of competency and insight,to ensure the diagnosis and treatment of the effectiveness,failing to calm 3 rigorous competency identification.The results of this study showed that due to the special situation of Fuzhou public hospitals,Fuzhou City clinician competency all around the clinical treatment,more attention to clinical treatment of the basic skills and abilities.According to the theory of competency and competency model,this paper analyzed the advantages of the competency theory and the competency model of human resource management mode compared with the traditional human resource management in hospital in 3 aspects,respectively from the personnel recruitment,job evaluation and job training,and discussed the way of implementation.the author hopes that this paper provides innovative ideas to Fuzhou public hospital management for clinicians management by this research,and gradually cultivate the clinicians from the pattern of the knowledge structure and clinician training process to the ability and competency as the foundation,and improve the overall quality of the clinician team and the overall service capacity of health care system in Fuzhou.
