The acceleration of technological change, the shorter product life cycles, as well as increasing competition in the market make the most of the business environments have undergone dramatic changes to survive. Timely technical innovation and its commercialization are the keys to enterprise survival and development. People in the past emphasized relying on the enterprise's technological human resources development of new products and new technologies. But now more and more aware of just by relying on science and technology within the enterprise with limited research and development of human resources and knowledge will become increasingly difficult. As a result, some companies have turned to an external perspective to seek cooperation with other enterprises in order to obtain common or complementary technological human resources. S & T human resource sharing has been a significant presence in the real world, but S & T human resource sharing has not yet received much attention and research.To achieve scientific and technological human resources sharing, selection and design of organizational model is undoubtedly one of the primary and most critical part of, this article studies address this issue.Firstly, this paper designs S & T human resource sharing network framework of the organization model. And thinks that build science and technology human resource sharing-based network organizations, including the four stages model, namely Objective setting,Partner selecting,mechanism of Organization Design and Organization's operation and feedback.Secondly, this paper in-depth analyses how to select sharing partners. Establishes a partnership to share the evaluation index system, and on these basis, giving the fuzzy multi-index comprehensive evaluation method.Thirdly, this paper analyzes this network organizations involved in the actual operation of the various issues, including organizational structure design, science and technology human resource sharing platform develop, organization design, and operating mode selection problems.Lastly, Article analyzes the design of science and technology human resource sharing network organization operating mechanism, including dynamic checking mechanism, trust mechanisms, incentives and coordination mechanisms.
