The construction of ChaoYang Power Company's third-class marketing organization is actually a merger of the collective-owned enterprise by the state-owned enterprise, which is a policy merger. Too much focus on the individual advantages of each company, and short of attention to HR integration during and after the merger, made the process and effect of the merger unsatisfactory. The paper discussed the problems, sticking points and countermeasure which appeared in the organization construction with the theory of human resource management.The paper used the given cases to discuss the following problems, including individual behavior and rebuilding of psychological contract, setting of organization and post, staff hiring and selecting, non-main staff performance management, training and incentiving, and integration of corporate culture as well. The paper is positive to explore the human resource management in state-owned enterprise's reform, and to make the employees more proactive.
