Human resource capacity is self-development of competitive power.It is important for the underdeveloped areas to strengthen human resource capacity building. Human resource investment returns higher than the natural resources development and physical capital gains and tangible assets.There is large population, low level of education,high illiteracy rate,lacking human resources in Liangzhou.With the process of population growth rapidly,the way is improving population quality, developing the human resources,strengthening human resources capacity building. It is a root approach to improve the human resource capability.The paper is based on the national census data, and is trying to analysis the human resources situation of Liangzhou.The paper started from the population size, population age structure, and population quality aspects. There is a big population size, population aging, population quality polarized in Liangzhou.Human resource capacity equivalent coefficient reflects human resource capability.The human resource capacity equivalent coefficient of Liangzhou is lower and the human resource capacity is in very low level.The paper is analysising in three aspects of physical ability technical ability,iand intelligent ability.On the basis of four parts,we raise some problems in the human resource capacity instruction,and we have a strategic programming of Liangzhou including compulsory education,vocational and adult education and surplus labor transfer.
