The methodology can link the associated economic penalty attributed to the violation of the preregulated water target and the total system benefit under limited data availabilities.Meanwhile,inaccurate water quantity data and dynamic economic data would be resolved.The methodology tended to resolve the complexity of initial water rights allocation problems,incorporating the relevant sectors as well as the agricultural irrigation system construction involved in water management decision.This article integrates the differentiated water price system into a two-stage water resources planning model,through the introduction of intervals in the optimization method framework,two-stage random and fuzzy mathematical programming,to deal with the models that appear to be fragile intervals(such as inaccurate economic data,inaccurate raw water data),uncertainty probability distribution(random incoming water),At the same time,the irrigation water utilization coefficient in the initial water rights allocation is analyzed in policy scenarios,the impact of its changes on the initial water rights allocation is quantified,and the risk analysis is carried out in conjunction with the uncertainty in the water rights allocation system,coupling the two The results of this analysis support the irrigation district managers to make initial water rights allocation planning and policy adjustments.According to the actual situation of each agricultural irrigation area in Hulin City,we developed an agricultural interval two-stage fuzzy differential water prices model.The results generated can assist decision makers not only in formulating water rights allocation strategies,but also in balancing the contradiction between economic objectives and water resources control indicators.
