With the issues of population, resources and environment increasingly intensified, research field of land science is increasingly active, and the core issues to be concerned are food security and ecological environment. So scientists focus on the most sensitive areas of ecological environment to reveal the results through case studies. Numerous studies show that human factor is the most direct factor to change land use and ecological environment. Unreasonable land use method and structure have being changed the function of land use system, further, led the ecosystem degradation. Sustainable development is the eternal pursuit of human beings. Sustainable land use is the material foundation for human sustainable development. What the human beings can do and must do is to optimize the land use and promote harmonious development of population, resources and the ecological environment.Based on the literature review, research content of optimal allocation of land use structure is focused on the optimization goals, methods and approaches etc. Problems are: (1) disconnection between quantitative optimization and spatial optimization of land use structure, separation of vertical configuration and horizontal configuration, and unilateral optimal allocation thought. (2) flexibility optimization of land use is an idea to a large extent, lacks of connotation, particularly in the methods of achieving flexible optimization. (3) configuration mode of land use pattern is in the discussion among normalization and anti-planning, and configuration means need to be explored further. (4) lack of comprehensive system research on land use in Western Jilin Province. In this paper, demonstration research on the optimal allocation of land use pattern in West Jilin Province is carried out on the basis of the overall study including optimal allocation thought, methods and mode.Research methods and achievements are shown as follows: 1. Systems engineering principle is applied to construct the optimal allocation of land use structure, that is, on the basis of identification and evaluation of land use system, under the constraint conditions of policy, resources and social need, to optimize the quantitative structure of land use. Based on the land ecological suitable evaluation and spatial pattern, spatial pattern of land use is allocated. According to the uncertainty theory, through the establishment of rolling decision making, flexible land use index is conctructed, flexible land use pattern is arranged, thus, the flexibility optimization of land use quantitative structure is achieved. Based on anti-planning mode from principles of landscape planning, the flexibility configuration of rigid land subarea is carried out by setting flexible land use, and then, the conflict between spatial pattern and quantitative structure is settled.2. On the basis of investigation in the West Jilin Province, RS and GIS are applied to carry out the status analysis, change analysis and forecasting analysis of land-use in research area. The results showed that environmental problem caused by land salinization is serious, saline land is under control in quantity while degree of salinization-alkilinization is increasing in recent years, treatment is becoming more and more difficult. Land use of farming, forest and grass land is disharmony, and spatial pattern is developed in a single direction, land use structure needs to be optimized. Reduction of water and the intense shrinkage of water area and wetland result in the change of ecological environment directly in research area. The land use level is lower than Jilin Province and domestic level, and land consolidation use is potential, and the change trend of land use structure is apart from planning data greatly. All things discussed above show that it is necessary and important to optimize the allocation of land resources in West Jilin Province.3. Fuzzy comprehensive evaluation method is applied to evaluate the ecological suitability of land use in West Jilin Province, and the suitability characteristics of land resource in research area is pointed out. The total area of arable land is 39404 km2, among which land of good quality is only 5512 km2 and uneven county distribution, the others are constrained by the drainage and irrigation conditions, soil pH values, salinization, desertification in different degrees. Area of suitability for forestry and animal husbandry is 14218 km2, which is restricted by soil pH values, land salinization, desertification and swamping commonly, only suitable for the forest and grass vegetation that can resist desertification, salinization and humidity resistance. Compared the evaluating results of ecological suitability with land use status, the optimal direction of land use is clarified, that is, desertification treatment, grain for green, and the optimization of land use pattern.4. Based on the flexible optimization study of land use structure, grey linear programming model is built, control variables is set according to the industrial land type, and then the objective function with the greatest economic benefit is constructed, different hierarchical equations including policy constraint, resource and ecological constraint and socioeconomic constraint are established from different level of national, regional and rural households, then model parameters are predicted through grey model GM (1, 1). The optimization results show that the purpose of controlling blind expansion of cultivated land and protecting the dynamic balance of cultivated land is achieved, the requirements of increasing the ecological land is meeted, the objective of controlling construction land expansion and consolidation rural residential land is achieved. Compared the optimized results with plan indexes and status data of land use, it shows the feasibility and validity of optimization results..5. Based on the study the allocation of land use structure, in accordance with the anti-planning model, the 1st level of land use subarea is made based on land ecological suitability, then, the 2nd level of land use subarea according to the land use direction, further, the 3rd level of according to the land use mode. Land use pattern is designed on the basis of three levels of land use subarea. The overall pattern can be summarized as network, parcel and point structure. The roads, rivers and forests constitutes the networks, which are studded with cultivated land, pasture, water area etc., among which residential area, points, are interspersed. Through buffer analysis and overlay analysis, the configuration of land use style is carried out, configure results meet the requirement of planned indexes in quantity, and the ecological pattern optimization in space is achieved.Compared with the existing literature, the characteristics of this paper are shown as follows:1. Constructing the configuration thought of land use structure, achieving the quantitative optimization, spatial optimization of land use, vertical and horizontal configuration, and avoiding the one-sidedness of optimization configuration of land use structure.2. Establishing a flexibility optimization system of land use structure, implementing the flexibility of plan time sequence, plan indexes and plan project, enriching the meaning of flexibility optimization of land use structure.3. Discussing the anti-planning configuration mode of land use, proposing the allocation approach of land use based on suitability evaluation and spatial pattern. design4. Studying the optimal use of land resources in West Jilin Province comprehensively and systematically, achieving the quantitative optimization and the spatial pattern configuration of land use in research area.On the analysis of the research results in the paper, study on optimal allocation thought, method and mode of land use structure can promote the land use planning system, enrich the methodology of land use planning. Research on regional land use structure optimization can provide case information for land resource optimization and ecological environment treatment in typically ecological fragile area. It shows a constructive significance on the land resources utilization, the ecological environment reconstruction and restoration in West Jilin Province, also, for the purpose of Jilin ecology province and national land use planning.
