With the increase of population and the rapid development of the urbanization, land conversion process speeds up, the contradiction between people and land became conspicuous. Some questions arising, for example, the imbalance of land use structure, inefficient utilization of land use, which make structure optimization scheme of land use and the optimized allocation of land resource become practical issues.Based on the relation between human and land theory, sustainable development theory and system theory, the author take Huishan as an object to do the research, on the basis of the current situation of the quantity structure, spatial structure and space-time dynamic structure of land use, through the comprehensive consideration of natural condition and social economic conditions, the author constructs the land suitable assessment system of agricultural land and construction land, assesses the land suitable of agricultural land and construction land, reveals the direction of land resources and characteristics of spatial distribution;Finally, taking GIS as platform, with the certain allocation principle of land resources, Combined with the suitability of land suitable assessment figure, land use zoning maps and land use status chart to adjust the land resources, try to establish the land use of space layout optimization scheme.The main conclusions include:(1)Land use of space structure is complex and change significantly, the cultivated land area have decreased and the form is broken; garden area have increased, average plaques area increased and the centralization trend is evident; construction land increased significantly, basically along the edge of the administrative center in the spread of towns, and urban concentrated.(2) Through the analysis of evaluation of suitability, it finds that the most suitable agricultural land and construction land area is finite, the general part is the most extensive land use in the study area, which are the important reserve resources during a certain period of future, the government needs to use reasonablely.(3)It completed the optimized allocation of land use on the basis of suitability evaluation, it finds that cultivated land mainly concentrated in the suitability of high level; garden develop centralized, mainly distributed in Yangshan town and Qianqiao streets; the forest land is distributed by the basic topographical features terrain; urban construction land use is more concentrated, mainly distributed in towns near the administrative center area and along the road; rural residential areas mainly concentrated in the Qianqiao street, Luoshe town and Chang an street rural residential areas which are the relocation areas of future.(4)The configuration based on the space suitable assessment is optimized, compare with the original plan, it weaken the government leading will, with more emphasis on from land suitability and social development, which is more scientific, practicality and feasibility, compare with the current land use it meet the needs of the development of local reality and improve the existing situation of the current land use.The study is useful for the sustainable development of Huishan area, and provides relevant decision-making for the sustainable use of land resource.
