As an important approach to achieve the sustainable utilization of land resource, land consolidation not only need to regard the amount of the cultivated land, in order to achieve the homeostasis of cultivated land, but also need to display the active effect in other aspects, such as improve the quality of cultivated land, reform the ecological condition and promote the adjustment of the economic formations etc. But there are many improper tendencies in the land consolidation project in some region, such as think much of the amount, but neglect the quality and the ecological protection, pursue the high-grade design etc. So, we should take the integrated benefit evaluation as an important part of the land consolidation; to accelerate the benign development of land consolidation by intuitive and exact benefit evaluation. But currently there is less study of the integrated benefit evaluation of land consolidation in our country and the way of qualitative analysis is adopted by most people. Therefore, it is very important to constitute the consummate evaluating indicator and probe into the way of quantitative analysis for the integrated benefit evaluation of land consolidation, because it not only can enrich the theory of land consolidation, but also have important meaning to guide the practice of land consolidation.The western area of Jilin Province is situated at Songnen Plain and the topography is smooth, and it has fruitful farming reserve in resources. But the natural resources are weak and ecological environment are frail. The major land consolidation project in the west of Jilin Province not only can improves the ecological environment and protects the land resources, but also increases the land area and improves the quality of cultivated land. This project can enhances Jilin Province to the country food security support capabilities and the social economy level of the Jilin Province western area. Based on the analyzing the rationale and the connotation of the integrated benefit evaluation of land consolidation, combined to the major land consolidation project of DaAn in the west of Jilin Province, the author has analyzed the integrated benefit evaluation of land consolidation in the west of Jilin Province and establish the index system of land consolidation evaluation of the project area to quantizing the study.Based on the study of the theory of land consolidation benefit evaluation, the author chose some typical projects of land consolidation and analyzed subjective and objective factors by investigating the influences of the project. Meanwhile, the author chose some factors which belong to aspects of economy, society, and ecology to establish the index system of land consolidation benefit evaluation of project area after asking the experts and famers for the advice and opinions. Economy benefit contains per capita arable land area, grain production capability and per capita income of the farmers; Social benefit contains irrigation guarantee rate, road condition, the level of agricultural modernization and the effect of relief of the poor people and area. Ecological benefit contains vegetation, marsh effect, furthering the salinization-alkalization, the ability to fight natural calamities, organic content and soil pH value.Based on index system of land consolidation benefit evaluation and AHP, the author makes up matrixsymmetry by ascertaining the relative importance among all of the factors. Then take the consistency check by calculating the biggest eigenvector to ascertain the weight of each factor. The author ascertain 0.5396,0.1634,0.2970 as the weight of economy benefit , social benefit and ecological benefit. Based on the theory of fuzzy mathematics and AHP, combined to the standard of the land consolidation project, the author establishes a evaluation model to evaluation the each benefit of the land consolidation. Finally got the numerical result of the economic benefit, social benefit, ecological benefit and integrated benefit of the project area before the consolidation is 60, 26, 29.47, and after the consolidation is 92.52, 83.69, and 83.57 by multilayer fuzzy comprehensive evaluation.According to the analysis of the result of evaluation , it can concluded that: 1) the numerical result of the economic benefit, social benefit , ecological benefit and integrated benefit of the project area have improved a lot , and it proved that this project will be successful ; 2)the choosing of evaluation index and methods should adopt measures of the realities of specific regions; 3)it can provide the reference for the later land consolidation practice in the old course of the Jilin Province western area by the evaluation index system and evaluation method which advanced in this research and could reflect the integrated benefits of the land consolidation impersonality scientifically and objectively ; 4) ascertain the weight of each factor by AHP in the process of this evaluation, and it can enhance the scientificity and validity. It is more impersonal that the author gets the numerical result of the economic benefit, social benefit, ecological benefit and integrated benefit of the project area before and after the consolidation by multilayer fuzzy comprehensive evaluation.In allusion to the deficiency of the evaluation, there are several suggestions: 1) to guide the exercise of the benefit evaluation of land consolidation as a whole, we should establish the system that how to do the benefit evaluation of land consolidation in our country. 2) in order to enhance the objectivity and scientifically , we should further improve the method of quantification and conquer the subjectivity . 3) we should mix the high and new technology such as remote sensing and geo-information system into the benefit evaluation of land consolidation .
