Science and Technology Backyards(STBs)is a grassroots service platform established in the front line of rural production,integrating scientific and technological innovation,personnel training and social services.It is not only of great significance to cultivate talents who understand agriculture,love rural areas and peasant",and meet the needs of agricultural science and technology,but also plays a leading role in improving agricultural production efficiency and promoting agricultural intelligence,digitization and informatization.So its development quality and effect directly affect our country agricultural modernization process.Since the Alliance of STBs of China Rural Professional Technical Association was established in 2018,the model of Science and Technology Backyard has been rapidly replicated and promoted by all provinces in China.By the end of 2021,the number of STBs has reached 480.STBs play an important role in cultivating agricultural talents,driving farmers to increase production and income,and promoting the organic connection between small farmers and modern agricultural development.However,because the STB model is still in the exploratory stage,there are non-standard management and low promotion efficiency.Therefore,it is very important to set up a reasonable performance evaluation system and examine the development of STBs in a timely manner,so as to improve the performance of STBs and promote the progress of Chinese agricultural science and technology and the transformation of scientific and technological achievements.This paper takes Sichuan STBs as the research object.Firstly,a set of scientific performance evaluation index system is constructed according to the Balanced Score Card method.Secondly,interviews and questionnaires are conducted on 13 STBs in Sichuan Province from the perspectives of tutors,experts,students,supporting units and government departments,and entropy weight method is used to determine the weight coefficients of indicators at all levels.Then the paper analyzes the performance level of Sichuan STBs from the dimensions of customer service,finance,internal management,innovation and sustainable development.The main research conclusions are as follows:(1)The development speed of Sichuan STBs is fast and the overall development trend is good.Through the promotion and transformation of scientific and technological achievements,the STBs meet the needs of first-line production technology services,effectively promote the support of science and technology and intelligence,and promote the increase of farmers’ income.(2)There are different levels of development among STBs in Sichuan.In terms of "obtaining agricultural patents","the proportion of funds allocated by supporting units" and "the number of published books",there was a big difference,but in terms of "agricultural services","the proportion of funds allocated by government units" and "the proportion of graduate students in STBs ",there was no obvious difference.(3)The initiative of students in STBs has an important influence on their performance level.Among them,in the compilation of agricultural means of production,the publication of science papers and books and other aspects of the performance is more significant.Finally,based on the results of evaluation and analysis,the following optimization paths are obtained: On the one hand,STBs should strengthen their own ability,improve the level of science and technology service and technology promotion efficiency.On the other hand,centering on the external support of STBs,it is emphasized that the government should strengthen various guarantees as the focus,universities should improve the talent training mechanism as the support,and supporting units should take the establishment of long-term cooperation mechanism as the joint point,build and share the mode,and coordinate development to help improve the performance level of Sichuan STBs. |
