Research On The Performance Evaluation Of Financial Science And Technology Investment In China Based On The Balanced Scorecard Method

Along with the development of economy into the New Normal Condition,increasing the investment fees of financial technology funding and promoting the progress of science and technology will play a much more active role in promoting energy conservation,improving output efficiency as well as driving the transformation of the mode of economic growth.But it is shown that low benefit of outputs in science and technology,imperfect assessment of regulations and evaluation methods,imperfect evaluation system and etc.at the same time in the increase of financial technology funds.Hence,it is urgent to establish a scientific performance evaluation system of financial and technology funds to change the phenomenon.As an advanced performance evaluation method,the Balanced Scored Card(BSC)can be widely used in large foreign enterprises and the public sector's strategic management and performance appraisal,since it can achieve the strategic target and evaluation index integrate in multiple dimensions and multilevel ways.It is worthy to work into in-depth study that whether BSC could be integrated into the evaluation of the financial and technology funds in effective way.BSC(Balanced Scored Card)is created by Harvard Business School professor Robert KaPlan and rehabilitation programs David·P·Norton.Moreover,it is not only an advanced performance management system,but also a completed performance appraisal approach.What is more,as an effective method of performance appraisal system,BSC has made tremendous achievements in business management and has been greatly welcomed.Then,BSC has been applied in performance management system of government by more and more scholars.In China,there are also some scholars that they applied BSC into public spendings including expenditure of fiscal agriculture project,compulsory education,social security funds and etc.However,it is still blank to introduce BSC into an evaluation system of financial and technology funds in theory.Hence,this paper arms to introduce BSC into an evaluation system of financial and technology funds and then,to establish evaluation system of financial and technology funds.Meanwhile,the weight is set up by using AHP(analytic hierarchy process)of each index and the establishment of index system is applied to the performance evaluation system of fiscal science and technology in 2010-2014.As a result,it may achieve the target which is to contribute to exam and evaluate financial and technology funds by reasonable and comprehensive system and then,to increase the efficiency of finance of financial and technology.
