Innovation is the core driver to lead development and nurture enterprises,as well as the decisive force to achieve sustainable development and high quality economic growth.In order to achieve high-quality development,China has continuously increased its innovation investment.However,the scientific research in basic disciplines in China is relatively weak,resulting in insufficient effective innovation output and low efficiency of enterprise innovation.At present,China’s core technologies in key areas are restricted by foreign countries,and even caught in the dilemma of technology blockade,which poses a serious challenge to China’s high-quality economic development and national security,and it is more urgent to enhance the efficiency of enterprise innovation than at any stage of development in the past.1.36 trillion was invested in R&D in China’s A-share listed companies in2021,accounting for about 48.7% of the total social innovation investment,a record high.As a dynamic innovation subject in the market,listed companies play a crucial role in enhancing the efficiency of corporate innovation.In addition,intellectual property rights are an important part of the property rights system,and the role of intellectual property protection in boosting corporate innovation efficiency has become increasingly evident.Efficient intellectual property protection can,to a large extent,stimulate enterprises’ innovation enthusiasm,strengthen their independent innovation capability,and enhance national economic performance and competitive advantage.Therefore,China launched the "National IPR Model Cities" in 2012,aiming to play a leading role in stimulating the innovation efficiency of enterprises and adjusting the economic structure.In the context of the increasing emphasis on IPR in China and the current low innovation efficiency,it is important to study the impact of the construction of IPR model cities on the innovation efficiency of enterprises.By combing through the literature,domestic research on IP demonstration cities has conducted more in-depth research on innovation level and innovation quality,but the research on the innovation efficiency of IP demonstration cities on enterprises has not been covered.Therefore,this paper uses panel data of more than 2000 listed companies and 234 cities from 2010-2020 to assess the impact of national IP demonstration cities on enterprise innovation efficiency using a double difference model.The results show that,first,in terms of the time dimension,the innovation efficiency of enterprises in model cities grows more significantly after 2013.In terms of spatial distribution,the overall innovation efficiency of enterprises shows a development trend that the eastern part is larger than the national and central parts,while the western part is the lowest.In addition,the innovation efficiency of state-owned listed companies is higher than that of private listed companies,and the innovation efficiency of enterprises in technology-intensive industries is higher than that of capital-intensive enterprises and labor-intensive enterprises.The innovation efficiency of listed companies in cities with low administrative level is higher than that of listed companies in cities with high administrative level.Second,the construction of IPR model cities significantly promotes the innovation efficiency of enterprises,but its impact varies according to the nature of property rights,industry and city level.The promotion effect of IPR model cities on the innovation efficiency of enterprises is more obvious in private listed companies,technology-intensive industries and low-administrative level cities.Thirdly,it is clear from the test of the moderating mechanism that the construction of IPR demonstration cities mainly contributes to the innovation efficiency of enterprises through industry-university-research cooperation and IPR protection.The empirical evidence shows that the higher the intensity of cooperation between industry,academia and research,or the stronger the protection of IPR,the more significant the innovation efficiency of enterprises in IPR demonstration cities.Accordingly,this paper proposes policy recommendations in terms of promoting the construction work and role model of IP demonstration cities,developing differentiated demonstration city construction programs,strengthening inter-city cooperation in IP and enhancing the role of special financial funds.The marginal contribution of this paper is,on the one hand,given that IP demonstration cities are assessed and constructed in batches,this paper chooses a multi-period double difference model to study the relationship between IP demonstration cities and enterprise innovation efficiency,thus enriching the empirical research related to IP and enterprise innovation;on the other hand,it empirically tests the moderating effects of IP creation,IP protection and IP application on IP demonstration cities and enterprise innovation On the other hand,it empirically examines the moderating mechanisms of IP creation,IP protection and IP application on the efficiency of IP demonstration cities and enterprise innovation,and provides policy insights for cities to improve their IP governance capacity and level of governance and accelerate urban construction.Finally,this paper aims to assess the impact of the construction of IPR model cities on the innovation efficiency of enterprises,analyze the adjustment mechanism of the construction of IPR model cities on the innovation efficiency of enterprises,and then provide effective feedback on the implementation of the construction of model cities,timely identify the problems and shortcomings in the process of the construction of model cities,so as to improve and refine the work plan of local governments on the construction of IPR model cities,which is essential for improving the core competitiveness of cities and accelerating the construction of strong IPR cities.This is of great significance for improving the core competitiveness of cities and accelerating the construction of a strong IPR country.This study helps us understand the institutional constraints that affect the efficiency of enterprise innovation,and provides policy references for us to optimize the supporting measures and carry out the construction of IP demonstration cities on a larger scale. |
