| New economic growth theory holds that technology innovation is the core of economic growth,the accumulation of knowledge and human capital has realized the increasing effect of scale income and promoted the sustained growth of economy.With the continuous development of science and technology,the key role of technology innovation in economic development has become increasingly prominent.Technology innovation has developed into a endogenous driving force for rapid economic growth in countries.Intellectual property protection meet the development and needs of technology innovation,and provided institutional guarantee for technology innovation activities.Under the background of economic globalization,the role of intellectual property protection makes the link between technology innovation and economic growth more closely.In recent years,the relationship between technology innovation ability and intellectual property protection system has been widely concerned by academia.Domestic and foreign scholars about whether intellectual property protection to promote a country or a regional technology innovation ability carried out comparatively abundant research in the aspect of theoretical analysis and empirical test.But whether strengthening intellectual property protection can promote technology innovation capacity in developing countries is still a controversial issue.China is a non-homogeneous country,the regional economic development is unbalanced,and the regional intellectual property protection and technology innovation capacity exist significant difference,so the influence mechanism of intellectual property protection on technology innovation capacity may also be different in different regions.According to the actual situation in our country,the study on the relationship between technology innovation capability and intellectual property protection has great significance for the formulation of Chinese intellectual property protection policy and the promotion of technology innovation capability.This paper takes the panel data of 30 provinces(municipalities and autonomous regions)in China from 2003 to 2013 as the research object and attempts to summarize the literature of intellectual property protection and the technological innovation ability theories of the main contributors,strive to explore the influence of intellectual property protection on the technological innovation ability.Based on the static panel data model and the dynamic panel data model,the impact of intellectual property protection on China's technological innovation capability is examined from the national level,and the difference of the impact of intellectual property protection on different levels of innovation capability is investigated under different innovation levels.On this basis,the dynamic panel threshold regression model is used to test whether intellectual property protection has a non-linear effect on the relationship between independent research and development,FDI,OFDI,import trade,export trade and technology innovation ability.And analyzes the difference of the influence of R&D and international technology spillover channels on China's technological innovation ability in different intellectual property protection zones.The main conclusions of this paper are as follows:Firstly,whether it is static panel data model or dynamic panel data model,the research results show that the improvement of the intellectual property protection is helpful to the China's technological innovation ability.Intellectual property protection has a positive effect on technological innovation at different levels,but the role of promotion is not the same.The conclusion of this paper confirms the important role of intellectual property protection in promoting the improvement of technological innovation ability in China,and confirm the existence of "eels effect".Secondly,the role of independent research on Chinese technological innovation ability is under the influence of intellectual property protection level.When the intellectual property protection does not cross a certain threshold value,the independent research has significant positive effect on the innovation ability;When the intellectual property protection across the threshold value,the independent research has a bigger promotion effect on the innovation ability.This indicate that the promotion of intellectual property protection will help to the promoting effect of independent research and development on technology innovation ability.Thirdly,in the relationship between the international technology spillovers and the technological innovation ability of the Chinese provinces,the level of intellectual property protection shows the obvious threshold characteristics.When the level of intellectual property protection does not cross a certain threshold value,the promotion effect of import trade and export trade on technological innovation capability is relatively small.FDI and OFDI have not been able to promote the technological innovation capability.When the level of intellectual property protection across the threshold,the import trade and export trade has a bigger promotion effect on the innovation ability significantly,the foreign direct investment and foreign direct investment has positive effect on technological innovation ability.Strengthening intellectual property protection can provide a good institutional environment for research and development activities of enterprise,which is conducive to the emergence of international technology spillover effect.Fourthly,according to the threshold of intellectual property protection,China's 30 provinces and cities can be divided into high intellectual property protection zones and low intellectual property protection zones.In different intellectual property protection zones,the influence of independent research and development and international technology spillover channels on technological innovation ability is different.Only a few provinces in China have exceeded the threshold of intellectual property protection,and most provinces have not yet crossed the threshold,still in the area of low intellectual property protection.This means that the overall level of intellectual property rights protection is also low in China,which restrict the promotion of R&D on technological innovation ability and the emergence of international technology spillover effect,and particularly restrict the emergence of FDI technology spillover effect and OFDI reverse technology spillover effect.The influence of institutional factors such as intellectual property protection should be taken into account when governments at all levels attempt to improve technological innovation ability through independent research and development and international technology spillover channels.In this paper,compared with the existing research,the mainly innovation points is in:Firstly,this paper systematically analyze the mechanism of intellectual property protection affecting technological innovation capability.Different from simply analyze the relationship between intellectual property protection and technological innovation capability,this paper analyze the regulating effect of intellectual property protection on the relationship between R&D,FDI,OFDI,import trade,export trade and technological innovation capability,and analyze the non-linear relationship between intellectual property protection and technological innovation ability,and deeply analyze the mechanism of intellectual property protection to technological innovation.Secondly,this paper provides a new nonlinear econometric method for studying the relationship between intellectual property protection and technological innovation capability.Using the dynamic panel threshold regression model,this paper empirically test the threshold effect of intellectual property protection in the relationship between R&D,FDI,OFDI,import trade,export trade and technological innovation capability.And calculate the threshold value of intellectual property protection,and according to the threshold value,the sample provinces in China are divided into different regions,and analyze the difference in influence degree of FDI,OFDI,import trade,export trade on technological innovation capability in different intellectual property protection regions.Thirdly,this article provided a new perspective for the study of the relationship between technology innovation capability and intellectual property protection.In this article,we take OFDI and FDI,import and export trade,independent research and development into the same analysis framework,and empirically analyze the indirect effects of intellectual property protection on Chinese technology innovation ability through independent research and development and international technology spillover channels,and provided a new perspective for the study of the relationship between intellectual property protection and technology innovation capability,and a reference for the government departments at all levels to formulate the relevant policies of intellectual property protection is provided. |
