| In the era of knowledge-based economy,intellectual property is an important part of measuring the competitive advantage and level of innovation of enterprises.Fierce competition,increasing number of intellectual property disputes,and strategic thinking on innovation have made companies and countries have to pay attention to intellectual property issues.Intellectual property has become a hot topic in the field of innovation and law,in international technology.In the context of increasing exchanges and international trade,intellectual property protection has never been so important and controversial as it is today.The article interprets the connotation of intellectual property from the perspective of institutional perspectives and capabilities,scrutinizes the relationship between intellectual property policies and levels of implementation and corporate innovation,and studies related to intellectual property and the level of implementation of corporate innovation model choices,based on the time course and degree of initiative.IP policy and implementation are divided into top-level design phase,middle-level promotion phase,and grassroots enhancement phase.On this basis,the impact of IP policy and implementation in different phases on the choice of enterprise innovation mode is clarified.The article measured the intellectual property policies and levels of implementation of 30 provinces,municipalities and autonomous regions from 2006 to 2015 from the two dimensions of the enforcement level of intellectual property rights and the legislative level,and based on the high-tech of 30 provinces,municipalities and autonomous regions from 2007 to 2016 in China.The panel data of technology enterprises analyzes and tests the economically developed and underdeveloped regions in China respectively,and draws the matching irules between the IPR policies and implementation levels and the economic development and enterprise innovation nmocdes,"high level of intellectual property policy and implementation-high economic development status-independent innovation","low level of intellectual property policy and implementation-poor economic development status-imitating innovation".The specific conclusions are as follows:In areas with high economic development and good intellectual property protection,enterprises can choose independent innovation models;in areas with low economic development and low level of intellectual property protection,companies choose to i Umitate innovation and are more conducive to innovation.In addition,talents arc important component of internal R&D resources.The more internal R&D personnel in the conmpany,the stronger the ability to innovate,and the more inclined the companies to choose the independent innovation model;conversely,the fewer internal R&D personnel,the weaker the innovation ability is,and the Impact of Internal Innovation Capabilities Companies are more likely to choose nmodel innovation.The combing of intellectual property policies and the level of implementation and corporate innovation and the exploration of the selection of innovation modes are the deepening and development of the improvement of intellectLual property policies and implementation levels and the promotion of corporate innovatio,n,and will help enterprises to target different countries.or regional,based on intellectual property protection environment and economic develpopment level,choose to enter the market and innovation nmodel to promote innovation output. |
