In 2015,the standing committee of the National People's Congress formally adopted the decision,and authorized the counties(cities,districts)on the very list shall,in accordance with the principle of major reform being permitted by law,advance the reform of homestead system.At a series of important meetings the committee also announced the arrangement of deepening the reform of homestead system,including extending and expanding the period and scope of the authorization,identifying the legality of the decision and experimental practice from the Party Central Committee,and reminding the nation of further promotion and reform.The First Central Document of 2018 proposes to explore the "separation of three rights" of rural homestead ownership,qualification right and right of use.One of its important objectives is to guarantee and realize farmers' land rights and interests in combination with the reform of the homestead system.Under this background,it is of great significance whether the homestead right of use can be transferred smoothly to help achieve the reform goal.Firstly,this paper sorts out the relevant documents on the transfer of rural homestead,analyzes the supply and demand,the transfer and the pricing cases of homestead,and expounds the necessity of the transfer of the right to use rural homestead and the establishment of the pricing mechanism.Through the investigation of the object,the behavior,the time limit and the usage of the homestead use right,this paper discusses the category and the path of the homestead use right.Based on the transfer path of homestead use right,aimed at the safeguard of different demands on homestead of famers,providing reasonable pricing method and earnings forecasts,and achieving efficient and bulk pricing,this paper designs the pricing mechanism of rural homestead use right transfer,prepares available selection of specific pricing methods and gives the supporting measures for the pricing mechanism.In order to further explore the universality of the transfer pricing mechanism,this paper selects Yiwu city in Zhejiang province,Yujiang county in Jiangxi province and Dali city in Yunnan province as representative counties and cities of the east,middle and west of China,and tests the application adaptability of the pricing mechanism based on the actual situation of the three cities.Finally,the overall research conclusion is given and the future research is prospected.
