Research On The Reform Practice Of Rural Homestead System In S County Of Suqian

Rural Homestead System is a rural land property system with Chinese characteristics,which is related to the interests of farmers,the stability and prosperity of rural society.To standardize the management of rural homestead,to improve the allocation efficiency of rural homestead,to deepen the reform of rural homestead system,to promote the rational use of homestead,is conducive to the optimization of rural land resources,it is conducive to protecting the rights and interests of farmers in owning homesteads and enhancing the value of farmers’ fixed assets.This paper summarizes the research results of rural homestead in recent years,clarifies the development of rural homestead system and analyzes the direction of further reform.Mainly conducts the research by using the interview method and the questionnaire survey method,to each township(Street),village(residential)team in s county to investigate the reform of rural homestead system on the spot,and hold a symposium with the county resources and Regulations Bureau,the Agriculture and Rural Bureau,the Homestead Reform Work Office,and other departments,on the level of economic and social development of s county,the comprehensive use of rural land,residential land use data access and other basic data,in-depth development of relevant data collection;And through the discussion to further understand s county in the rural homestead system reform process facing difficulties and situations;We also want to further summarize the achievements of s county in the process of rural homestead system reform with the homestead reform office,by issuing questionnaires to the villages of s county in the process of rural homestead system reform,The survey found that in 2020,s county seized the opportunity of the national pilot reform of rural homestead system and followed the“Three bottom lines” of agricultural and rural reform as emphasized by the state,insisting on being stable and orderly,it is necessary to carry out both innovation and breakthrough reform,and actively explore the“Three rights separation” system of homestead with Jiangsu and s county characteristics.Up to now,a series of reform items and measures have been explored,such as the distribution,withdrawal,invigorating use,paid use,circulation,mortgage,exercising collective ownership,and guaranteeing farmers’ qualifications,etc,it has innovatively implemented such distinctive practices as villagers’ council,inter-village resettlement,competitive bidding for position selection,re-qualification,award qualification,box office and dipiao,it provides practical experience for the reform of rural homestead system,which is obtained by law,utilized economically,complete power and function,clear ownership,standard circulation and orderly management.However,in the process of reforming the homestead system,there are still many problems with the public satisfaction of the homestead withdrawal mechanism and the homestead reform guarantee system.S county rural homestead system reform based on local realities,this paper puts forward some suggestions on how to improve the withdrawal mechanism of rural homestead,how to implement the reform of the“Three powers separation” system of homestead,how to standardize the implementation of the examination and approval supervision of rural homestead,and how to standardize the implementation of the reform of Homestead Management System.
