The 20 th National Congress of the CPC made it clear that "we should accelerate the implementation of the innovation-driven development strategy and accelerate the realization of self-reliance and selfimprovement in high-level science and technology".As representatives of advanced manufacturing industry and high-end service industry,the synergistic agglomeration of high-tech manufacturing industry and science and technology service industry plays an important role in promoting the deep integration of modern service industry and advanced manufacturing industry,and building an industrial system featuring the coordinated development of real economy,scientific and technological innovation,modern finance and human resources.At the same time,the synergistic agglomeration of the two has gradually become an important carrier to optimize the allocation of innovation resources and promote the development of innovation.What is the level of synergistic agglomeration of high-tech manufacturing industry and science and technology service industry in China? In the new development stage,can the synergistic agglomeration of the two promote regional innovation? What is the influence mechanism on regional innovation performance? These are the questions that deserve careful analysis and reflection.Based on the characteristics of high-tech manufacturing and science and technology service industry,this paper empirically tests the influence of synergistic agglomeration of the two industries on regional innovation performance and the mediating role of R&D factor mismatch degree from the perspective of R&D factor allocation by using panel data of 29 provinces from 2011 to 2020.In terms of index design,the location entropy relative difference index method was used to measure the level of synergistic agglomeration between provinces and cities,the stochastic frontier estimation method was used to estimate the output elasticity of R&D factors in each province,and the mismatch degree of R&D factors in each province was measured with the help of H-K resource mismatch framework.On this basis,the spatial Dubin model of two-factor fixed-effect is used to empirically test the influence of the synergistic agglomeration of two industries on regional innovation performance,and the influence degree of the single type of industrial agglomeration and synergistic agglomeration on regional innovation performance is compared.The robustness test was carried out by changing the explained variables and the spatial weight matrix,and the potential endogenous problems were dealt with by using the spatial dynamic system GMM estimation.In terms of mechanism test,the mediating effect model is used to verify the mediating role of mismatch degree of R&D factors in the synergistic agglomeration of the two industries and regional innovation performance.Then,the partial differential method is used to decompose the spatial spillover effect of synergistic agglomeration of the two industries,and according to the regional division of east,middle,west,south and north,the sub-regional regression is carried out for the samples.The regional heterogeneity of spatial spillover effect of synergistic agglomeration between two industries was discussed.The results are as follows:(1)The level of synergistic agglomeration of high-tech manufacturing and science and technology service industry is high in the east and low in the west.During the study period,the level of synergistic agglomeration of eastern and northeastern regions decreased,while that of central and western regions increased.(2)The mismatch degree of regional R&D factors is continuously improved.Generally speaking,the mismatch degree of R&D labor factors is higher than that of R&D capital factors.(3)The full-sample regression results show that the synergistic agglomeration of high-tech manufacturing and science and technology service industry is conducive to the improvement of regional innovation performance.After considering the robustness and endogeneity,the positive influence relationship still exists significantly.At the same time,the synergistic agglomeration of two industries has a stronger promoting effect on regional innovation performance than that of single industry agglomeration.(4)The degree of R&D factor mismatch plays an intermediary role between the two industries’ synergistic agglomeration and regional innovation performance,that is,the two industries’ synergistic agglomeration can improve regional innovation performance by improving the mismatch of regional R&D factors.(5)At the national scale,the agglomeration of high-tech manufacturing industry and the synergistic agglomeration of science and technology service industry has a spatial spillover effect.The full-sample regression results show that the synergistic agglomeration of the two industries in the region and neighboring regions can promote the improvement of regional innovation performance.(6)At the regional scale,there is regional heterogeneity in the spatial spillover effects of high-tech manufacturing agglomeration and technology service agglomeration.The results of sub-regional regression show that the results of subregional regression show that in the central region and the northern region,the synergistic agglomeration of the two industries in the neighboring region can promote the improvement of the innovation performance in the neighboring region through the spatial spillover effect.On the contrary,in the eastern region and the southern region,the improvement of the synergistic agglomeration of the two industries in the neighboring region will inhibit the improvement of regional innovation performance.This paper takes the synergistic agglomeration of high-tech manufacturing and science and technology service industry as the research object.Based on the perspective of R&D factor allocation,this paper explores the relationship between the synergistic agglomeration of the two industries,the degree of mismatch of R&D factors and regional innovation performance,which enriches the research content in the field of synergistic agglomeration and broadens the research ideas in the field of synergistic agglomeration and regional innovation.This paper also analyzes the spatial spillover effect and its heterogeneity of the synergistic agglomeration of the two industries,which provides a new perspective for better understanding of the synergistic agglomeration mechanism of the subdivided industries,and is expected to provide enlightenment for the formulation of regional and industrial development policies.
