The report of the 20 th Party Congress mentions that in the process of promoting high-quality industrial development,the innovation drive is particularly important,and that the goal of achieving a strong manufacturing country is not only to achieve high-end industrial development,but more importantly,to combine it with intelligence and greening to achieve comprehensive high-quality development.It is obvious that now and for a long time in the future,to achieve high-quality development of manufacturing industry will be an important development strategy of our country.However,China’s manufacturing industry developed earlier,and has quite mature traditional industrial production and management mode.With the rapid development of high and new technology,technological reform has become an indispensable approach to industrial development.China’s manufacturing industry urgently needs to seek changes from the traditional production and management mode,comply with the requirements of industrial development,and achieve high-quality development.At the same time,the development of high-tech industry represents the latest high-end industrial technology level.In the process of its development,due to the particularity of industrial development,driven by local policies and the characteristics of the industry itself,high-tech industry agglomeration has become a common phenomenon.In the process of achieving high-quality development,the spillover effect of technology and the agglomeration effect of factors have an important impact on the industrial transformation of the manufacturing industry.Can this agglomeration phenomenon optimise the allocation of market resources,upgrade the industrial structure and promote the high-quality development of the manufacturing industry on the basis of effectively realising the transformation of the production and operation mode of the traditional manufacturing industry? This is an important issue to focus on right now.Therefore,This thesis examines the impact of high-tech industrial agglomeration on the high quality development of manufacturing industries,and analyses whether high-tech industrial agglomeration can contribute to the high quality development of manufacturing industries through government subsidies,the application of data elements and the improvement of labour costs.The inner logic of the impact of industrial agglomeration on the high-quality development of the manufacturing industry,and the level of high-tech industrial agglomeration is measured by establishing an index evaluation system.The study finds that there are serious regional differences in the development of China’s high-tech industries,with the eastern region having the highest level of development,while the central,western and northeastern regions are relatively backward.However,judging from the development trend in recent years,the concentration of high-tech industries in the eastern region is beginning to move towards the national average,and concentration levels in the central,western and north-eastern regions are also trending upwards.In addition,in terms of the concentration of different high-tech industries,pharmaceutical manufacturing,aviation,aerospace and equipment manufacturing,and electronics and communications equipment manufacturing are all more prominent in the country.Among them,pharmaceutical manufacturing is mainly distributed in areas with prominent regional resource advantages.The development of aviation,aerospace and equipment manufacturing industry and electronic and communication equipment manufacturing industry is mainly in the eastern coastal areas with a higher level of economic development,but there is still a large space for development in the central,western and northeastern regions.Based on the measurement results of the agglomeration level of high-tech industries in each region,this thesis empirically analyses the impact of the agglomeration level of high-tech industries on the high-quality development of the manufacturing industry,using A-share listed companies in China’s manufacturing industry from 2009 to 2020 as the research sample.The empirical results show that the formation of high-tech industrial clusters in a region can effectively contribute to the high-quality development of the manufacturing industry.However,according to the quantitative regression results,for regions with different levels of manufacturing development,the higher the level of existing manufacturing development,although the high-tech industrial agglomeration level can still significantly affect the high-quality development of the manufacturing industry.However,the effect is weaker than that of regions with less manufacturing development.At the same time,compared with non-state-owned enterprises,state-owned manufacturing enterprises are more strongly influenced by high-tech industry agglomeration in the development process,and for manufacturing industries with higher technical requirements,high-tech industry agglomeration can bring greater impact on their development quality,which is also consistent with the high quality development process of manufacturing industry in eastern China.The influence of high-tech industry agglomeration is weaker than that of the central and western regions.In addition,this thesis also analyzes the mechanism of high-tech industrial agglomeration affecting the high-quality development of manufacturing industry through the channels of government subsidies received by enterprises,applications of data factors and increase of labor cost.it shows that high-tech industrial agglomeration can effectively promote the government subsidies obtained by enterprises,the application level of data factors,and improve the labor cost of enterprises.Promote the high quality development of manufacturing industry through technology spillover effect and factor agglomeration effect.
