In order to cope with the deterioration of the global environment and the gradual shortage of energy,mankind is eager to find a new development model to solve the problem of social,economic and environmental harmony,and to follow the path of sustainable development,which can replace the original way of life and production that emits large amounts of greenhouse gases.The move from a "high-carbon economy" to a "low-carbon economy" is the way to go for China and the world as a whole.As a new concept of environmental protection,the low-carbon economy is an advanced approach to economic development and a major strategic deployment for the sustainable development of the regional economy.It is of great importance to the development of social,economic and environmental aspects,such as the cultivation of new industries,the adjustment of social and economic structures,and the optimization and upgrading of industrial structures.Anhui Province is adjacent to the Yangtze River Delta Economic Zone,centred on Shanghai,and is an important gateway to the Yangtze River Delta Economic Zone,with immeasurable prospects for economic development in this region.In the 13 th Five-Year Plan,Anhui Province has taken various measures to meet the requirements of national policy-deepening energy reform,innovating green,low-carbon technologies and optimizing industrial structure.However,the current state of low-carbon economic development is still characterized by high energy consumption and an uneven industrial layout.In terms of long-term social-economic development,Anhui needs to further improve its overall strength in the Yangtze River Delta economic region and the country as a whole.The paper begins with a summary of the background of the proposed low carbon economy and the connotation of low carbon economy based on a research of the theories about low carbon economy at home and abroad.The paper then introduces three concepts related to low carbon economy: ecological footprint theory,environmental Kuznets curve and sustainable development theory,followed by a comparative study of the current state of development of low carbon economy in the Yangtze River Delta region,analyzing the development of low carbon economy in Anhui Province from five aspects: overall economic development,carbon emissions,industrial structure,energy use and ecological environment.The results show that during the 13 th Five-Year Plan period,the low carbon economy in Anhui Province has made significant progress,the growth rate of total energy consumption has gradually slowed down,and the industrial structure has been optimized,but it still lags behind other provinces and cities in the Yangtze River Delta Economic Zone.Then,an empirical analysis of the development level of low carbon economy in Anhui Province was conducted,and based on the previous work,an evaluation index system for the development level of low carbon economy was created.The results of the evaluation of low-carbon economic development in Anhui Province from 2010 to2020(vertical comparison)and the evaluation of low-carbon economic development in three provinces and one city in the Yangtze River Delta(horizontal comparison)were analyzed.The results show that although the development level of low carbon economy in Anhui Province is increasing year by year,it is relatively backward compared to other provinces in the Yangtze River Delta region.Then,we analyse the problems and opportunities facing the development of low-carbon economy in Anhui Province,and finally,from the perspective of the government,we propose practical suggestions on how to improve the development of low-carbon economy in Anhui Province.
